Airport Noise Work Group

About the Work Group 

The Board of Supervisors authorized the creation of the Airport Noise Work Group on October 3, 2023, with the goal of developing proposals to address noise generated by airplanes departing Dulles International Airport via its only east-west runway. 

Aviation consultant Vianair has been contracted to lead this work and has recommended a 10-member work group representing communities that are most impacted, or potentially could be impacted by changes that are recommended.

Once a plan has been developed it will be presented to the Board of Supervisors for approval with the goal of engaging the Federal Aviation Administration (FAA) and the Metropolitan Washington Airports Authority. 

Current Status  

In November, the Federal Aviation Administration (FAA) communicated with Loudoun County’s aviation consultant regarding the process to seek operational changes at Dulles Airport. The FAA has recommended a community roundtable that includes all impacted communities around the airport and would consider any recommended changes to airport operations.   

That update prompted the Board of Supervisors’ Transportation and Land Use Committee (TLUC) to suspend work on the Airport Noise Work Group that was set to begin meeting in January until the county staff can assess the FAA direction. County staff plans to return to TLUC in the second quarter of 2024 with more information and a recommendation.  

Such a roundtable may include representatives from jurisdictions with communities impacted by aircraft lower than 3,000 feet flying to or from Dulles Airport. The county will analyze the community roundtable process, the time it would take and costs. Read the staff report here (PDF)
