Continuum of Care Overview
The Loudoun County Continuum of Care (CoC) is a community coalition of public, nonprofit, and faith-based organizations that provide a variety of shelter and support services to persons who are homeless or at risk of becoming homeless. The overarching goal of the group is to ensure that there is a continuum of services to meet the needs of homeless persons in the community. The group meets quarterly. Loudoun County Department of Family Services provides staff support to the Continuum of Care.
Future Funding Opportunities
Eligible organizations serving Loudoun County residents are invited to consider anticipated future funding opportunities for projects that address housing instability and homelessness.
The CoC’s goal in providing this information before any of the official funding applications open is to give organizations ample time to consider which of the projects listed below align with their mission, and to understand the available funding types and requirements before application periods open.
Learn about the Project Types
- Permanent Supportive Housing: Single Beds (new or expansion); Family Units/Beds (new or expansion)
- Rapid Re-housing (renewal or expansion)
- Underserved Populations Innovation Project (new): Persons 60 years of age or older; Unaccompanied youth aged 18 to 24
- Joint Transitional Housing/Rapid Rehousing (new)

Submit an Intent to Apply
Organizations interested in applying to any of the above projects are requested to complete the Intent to Apply form.
Submitting the Intent to Apply in no way obligates the organization to apply for funding, however, a completed Intent to Apply is required for all organizations wishing to apply for funding within the Loudoun CoC.
Complete the Intent to Apply form no later than 4:59 p.m. on June 14, 2024.
Loudoun County Continuum of Care (CoC) membership is open to individuals and organizations that represent or offer services to anyone in Loudoun County who is unsheltered or unstably housed, including homeless service providers, hospitals, mental health providers, advocacy groups, public housing authorities, developers, public schools, law enforcement, judicial entities, and faith-based organizations. CoC membership is also open to individuals with lived experience in homelessness.
Key Activities of the CoC
- Collects data about homelessness in Loudoun County; Conducts annual Point-in-Time Homeless Count in January
- Maintains Homeless Management Information System (HMIS)
- Operates the Coordinated Entry System to assist those experiencing a housing crisis
- Shares information about funding opportunities for Continuum of Care Members; Provides a forum for service providers to network and to collaborate on funding applications for homeless services
Membership Application
Please complete a membership form if you would like to be a member of the Loudoun County Continuum of Care (CoC). Send the completed forms to the Continuum of Care Lead by email or mail: Loudoun County Department of Family Services, 102 Heritage Way, NE, Leesburg, VA, 20175.
The Loudoun County Continuum of Care conducts in-person meetings quarterly. The Governance Board meets from 1:00 - 2:00 p.m. and General Membership meets from 2:30-3:30 p.m. The meeting schedule is as follows:
- February 13, 2024 (rescheduled from January 30, 2024) – 1st Quarter Meeting - virtual meeting
- April 30, 2024 – 2nd Quarter Meeting - location TBD
- July 30, 2024 - 3rd Quarter Meeting - location TBD
- October 22, 2024 – 4th Quarter Meeting - location TBD
The Governance Board also meets virtually each month outside of the quarterly meetings above on the 4th Thursday of the month from 1:00 - 2:00 p.m.:
