About JCSU

The 20th District Court Service Unit (CSU) serves Loudoun County, Fauquier County, and Rappahannock County. It is one of 30 Court Service Units within the Virginia Department of Juvenile Justice (DJJ). Headquartered in the Loudoun County Courthouse in Leesburg, the 20th District CSU also has branch offices in Ashburn, Warrenton, and Washington, Virginia. 

The Loudoun County Juvenile Court Service Unit operates in accordance with the policies and procedures of the Virginia Department of Juvenile Justice and its mission statement and guiding principles. 

Mission Statement

The Virginia Department of Juvenile Justice (DJJ) mission is to protect the public by preparing court-involved youth to be successful citizens. To accomplish this mission, DJJ uses an integrated approach to juvenile justice. It brings together current research and best practices to better understand and modify delinquent behavior; to meet the needs of court-involved juveniles, victims, and communities; and to manage activities and resources in a responsible and proactive manner.

Guiding Principles

In order to be successful, the Virginia Department of Juvenile Justice (DJJ) recognizes the need to focus on both the positive development of the young people in the system and the positive development and sustainability of the staff who serve them. DJJ identifies four guiding principles to meet the needs of youth and staff:

  • Safety: Youth and staff need to feel safe in their environment and need a sense of physical and emotional well-being.
  • Connection: Youth and staff need to feel connected to supportive and caring adults, whether they are family, staff, or co-workers.
  • Purpose: Youth and staff need to have goals to strive toward, skills to hone, and a sense that they have a valuable role to play in the lives of people and the community around them.
  • Fairness: Youth need to perceive their environment and interactions as fair and transparent. They need to be held accountable in a manner proportionate to their offense and offense history and similar to other youth in their situation. Staff need to feel that they are treated fairly, compensated adequately, and supported in their efforts to meet DJJ’s expectations.

Services

The Loudoun County Juvenile Court Service Unit (JCSU) provides the following services to County residents, in collaboration with County partners, on behalf of the Virginia Department of Juvenile Justice (DJJ):

Juvenile Intake

  • Receives and reviews delinquency complaints 24 hours a day. Determines whether a delinquency petition is to be filed with the juvenile court and, if so, whether the youth should be released to family or detained. 
  • Provides diversion and referrals to other community resources for first-time offenders.

Domestic Relations

  • Provides intake services for domestic relations complaints, including custody, support, and visitation controversies, as well as protective orders. 

Investigations and Reports

  • Provides court-ordered investigations to describe the social adjustment of youth. Recommends appropriate services for youth and family.

Probation

  • Provides probation supervision. Virginia juvenile probation strives to achieve a "balanced approach," focused on the principles of community protection, accountability, and competency development. Provides referrals for specialized services, such as family and individual counseling, substance use treatment, and vocational or specialized educational services.

Parole

  • Provides parole services to help transition juvenile offenders back to the community following commitment to the Department of Juvenile Justice. Initiates transitional services, provides case management, and monitors the offender's re-entry to ensure a smooth transition to the community. 

Youth Services Center 

The JCSU operates the Youth Services Center which includes three distinct services:
