On December 21, 1987 the Boards of Supervisors of Loudoun and Fairfax Counties created the Route 28 Highway Transportation Improvement District to fund improvements to Route 28 including widening and construction of ten grade-separated interchanges. The District is governed by the Route 28 Tax District Commission which is comprised of four members from each of the Loudoun and Fairfax Boards and the Commonwealth of Virginia’s Secretary of Transportation (or his designee). The Commission is advised by the Route 28 Landowners Advisory Board comprised of twelve taxpayer representatives.

Membership Terms: In accordance with Virginia Code §33.2-2104, six of the Advisory Board members (three from each County) are elected by the taxpaying landowners to serve four-year terms.

Route 28 Landowners Advisory Board Election is Complete

The commercial and industrial landowners in the Route 28 tax district elected representatives to serve during the 1/20/2024 – 1/19/2028 term. The Loudoun Landowners elected Adam Cook from Peterson Companies, Ted Lewis from GeoReal Estate LLC and James D. Policaro from Lerner.

Meetings

The Route 28 Landowners Advisory Board meets annually in March of each year at the call of the chairman. If other meetings are necessary, the chairman sends out a notice calling for a meeting. Meeting dates and times are posted on the Loudoun County Government Calendar.
