Third-Party Building Inspection Program
Types of Third-Party Inspections
Below are some examples of inspections typically conducted by third-party inspectors. The Building Official may require additional inspections.

Register to Conduct Third-Party Inspections
Prior to conducting third-party inspections, Virginia Registered Design Professionals must complete the following form.

Complete an Inspection Report
- You may use the Building Inspection Certification Form (PDF) or your own inspection report template.
Residential 1-and 2-Family
- Foundation and UFER ground certifications must be submitted separately.
- A UFER ground certification cannot be submitted until an electrical permit has been issued.
Commercial
- Only submit approvals for inspections and certifications that relate to the actual building construction and approved building plans.
- Example: Do not submit curb and gutter or asphalt placement with building inspections.
- It is not necessary to submit daily field reports and records of each test.
- Example: For a slab placement, submit a final approval and provide a statement on the report that all necessary slump and break tests were conducted as part of the approval.
- Submissions with unnecessary or irrelevant documentation will be rejected and returned.
Submit an Inspection Report
Third-party inspection reports may be submitted online. All inspection reports require the seal of a Virginia Registered Design Professional.
Amusement Device Permit Process
- Complete a Special Events Planning Form
- Submit a Building and Zoning Permit Application online in LandMARC (account required).
- A permit application must made to the Loudoun County Department of Building and Development at least five days before the date on which the applicant intends to operate an amusement device.
- The application must include:
- An up-to-date certificate of insurance (COI) carrying a minimum of $1,000,000 for each occurrence. COI forms with dates that start after the event or expire before the event will not be accepted.
- A photo of each device / ride.
- The manufacturer’s installation manual associated with each type of ride.
- A ride list with the name of the devices, serial numbers and Virginia Amusement Device Regulations classification.
- The location of the property on which the device(s) will be operated and the length of time of operation.
- In person: Building and Development- 2nd Floor of the Loudoun County Government Center, 1 Harrison Street SE, Leesburg, 8:30 a.m. to 5:00 p.m., Monday through Friday.

- A third-party inspector is required for any rides except small mechanical/ inflatable.
- Consult the Virginia Amusement Device Regulations for definitions.

- Submit the Amusement Device Certification Form
- Submit the certification form online. The building permit number of an issued building permit is required.
When a Permit is Not Required
- Any small mechanical ride with a certificate of inspection within the past six months or any inflatable ride with a certificate of inspection within the past year, and a certificate of inspection from another Virginia locality, does not require a permit provided the device displays the certificate of inspection.
- Inflatable devices at private events are not required to be permitted.
The Third-Party Building Inspection Program is an optional program to allow the property owner(s) and / or construction contractor(s) of commercial and residential construction projects the option for certain inspections to be performed and certified by private sector, third-party engineers, architects and inspectors.
Third-party inspections shall be conducted in accordance with the Virginia Construction Code Part I of the Virginia Uniform Statewide Building Code.
All inspections will be conducted under the authority of the Building Official and shall be supervised and certified by a Virginia Registered Design Professional. All third-party inspectors must be approved prior to conducting inspections.
Special Inspections and Tests shall be conducted in accordance with the provisions set forth in Chapter 17 of the International Building Code and the Virginia Construction Code.
Cost
The property owner(s) and / or construction contractor(s) of the construction project is responsible for the cost of retaining the Virginia Certified Registered Professional Engineer or Architect.
