The Loudoun County Advisory Commission on Youth (ACOY) serves as a conduit for the Loudoun County youth community by 1) assessing youth needs, 2) advising and making recommendations to the Loudoun County Board of Supervisors regarding youth programs, issues, opportunities and priorities, 3) fostering collaboration among all stakeholders, and 4) by encouraging changes in law, policy and procedures that will improve conditions for wholesome youth development.

Established as set forth by the requirements of Virginia Code Section 15.2-2263.C., the Advisory Plans Examiner Board (APEB) makes recommendations to the Board of Supervisors (BOS) on the general operation of the expedited land development program and its mandated training and qualification program. The APEB makes recommendations to the BOS through its regular Business Meeting process regarding the general qualifications of those who may participate in the expedited processing procedure, on initial and continuing educational programs needed to qualify and maintain qualification for such a program, and on the general administration of the program.

Established by Article 7 of the Loudoun County Zoning Ordinance and governed by Chapter 1450 of the Loudoun County Codified Ordinances (1450.10(c)), the Affordable Dwelling Unit Advisory Board (ADUAB) sets Affordable Dwelling Unit rental and purchase pricing, reviews and make recommendations to the Board of Supervisors on modification requests identified in Article 7, works with builders to establish pricing, sets criteria for qualified non-profit, and sets fees in sale process.

In accordance Virginia Code 15.2-4304, the Agricultural District Advisory Committee (ADAC) advises the Loudoun County Planning Commission and the Board of Supervisors and assists in creating, reviewing, modifying, continuing or terminating districts within the County. In particular, the Committee shall render expert advice as to the nature of farming and forestry and agricultural and forestall resources within the district and their relation to the entire County.

The purpose of the Animal Advisory Committee is to advise the Board of Supervisors on the effectiveness of the Loudoun County Department of Animal Services; to advise to the Director Animal Services; to promote public awareness of the Department of Animal Services; and to serve as ombudsman for Animal Services issues or concerns.

The Art Advisory Committee (AAC) was established by the Board of Supervisors to promote the visual arts in Loudoun County and to collect and display works of art in the Loudoun County Government Center that reflect the community. The Art Advisory Committee arranges monthly exhibitions of work by Loudoun artists; displays the art collection in the Loudoun County Government Center and other appropriate County facilities; collects artwork and oversees donations and loans; acts as custodian of the collection and oversees its stewardship; obtains proposals that relate to artwork conservation for the County collection (such proposals are forwarded to the Office of County Administration for approval); maintains documentation files on the artists and the collection; obtains gallery signage and supplies needed for safe and secure installation of the collection and loan artwork; and arranges for promotion of its exhibitions and of the collection.

Established under Virginia Code * 58.1-3373, the Board of Equalization (BOE) is charged with the responsibility of determining whether a property assessment is equalized among similarly situated properties and is assessed at its fair market value as of January 1 of the year in question. The BOE has the authority to increase, decrease or affirm real property assessments in order to ensure that these two tests are met. The BOE may only hear appeals for the current tax year assessment.

The Board of Zoning Appeals (BZA) was established pursuant to the provisions of Article 7, Chapter 22, Title 15.2, of the Code of Virginia. The BZA's powers, duties, and procedures are set forth in broad terms in the State Code, and are further detailed in the Loudoun County Zoning Ordinance. The duties of the BZA include hearing and deciding 1) appeals from the decisions of the Loudoun County Zoning Administrator regarding interpretation of the zoning map where there is uncertainty as to the location of a zoning district boundary; 2) appeals of administrative decisions made pursuant to the Zoning Ordinance; 3) applications for special exceptions when buildings/structures have inadvertently encroached into a setback; and 4) applications for variances as authorized by the Zoning Ordinance.

The Older Americans Act of 1965 requires the appointment of Commissions on Aging (COA) for all Area Agencies on Aging. The Commission serves in an advisory capacity to the Board of Supervisors (BOS) and Loudoun County’s Area Agency on Aging. The COA makes recommendations to the BOS that impact well-being and independence of older Loudoun Residents, such as tax relief issues, the need for senior facilities and services, etc.

The Communications Commission exists for the purpose of: (a) providing advice and recommendations to the Board of Supervisors (BOS) pertaining to Broadband, Cable Franchise Operators, Open Video Systems (OVS) Operators, and other related Cable Television and video services within Loudoun County; (b) providing advice and support by participating in the review of new Franchise agreements and renewal Franchise agreements with the service providers; (c) identifying and making recommendations to remedy deviations from performance and customer service standards related to the quality of service arising from Cable and OVS operations; (d) providing Loudoun County residents a forum for discussing issues relating to Broadband, Cable and OVS operations; (e) providing citizens with information when requesting broadband, cable and OVS services from Franchisees; (f) making recommendations to the BOS regarding changes needed to governing ordinances, policies, and procedures, pertaining to Broadband, Cable and OVS operations; (g) providing advice and recommendations to an independent operator for public access programming, if one is so designated by the BOS; (h) providing support to other public, educational and government programming for Loudoun County residents; (i) providing advice and recommendations to the BOS regarding expanded broadband and other communications infrastructure; (j) serving as a resource to all other County commissions for broadband and cable related technologies; and (k) performing all other duties as assigned by the BOS.

The purpose of the Community Criminal Justice Board is to enable Loudoun County to develop, monitor, and maintain community-based corrections programs for certain criminal offenders who meet the eligibility criteria established under Section 19.2-303.3 of the Code of Virginia or other applicable provisions of state law. The established programs also affect the following purposes: 1) to allow localities greater flexibility and involvement responding to the problem of crime in their communities; 2) to provide more effective protection of society and to promote efficiency and economy in the delivery of correctional services; 3) to provide increased opportunities for offenders to make restitution to victims of crimes through financial reimbursement or community services; 4) to permit localities to operate and utilize local community-based probation programs and services specifically designed to meet the rehabilitative needs of selected offenders; and 5) to provide appropriate post-sentencing alternatives in localities for certain offenders with the goal of reducing the incidence of repeat offenses.

The Loudoun County Community Policy and Management Team (CPMT) is established per the Code of Virginia for the receipt and expenditure of funds pursuant to the Children's Services Act (CSA) in accordance with the powers and duties granted by statute. Loudoun County’s CSA program blends funding from County departments with certain State-wide funding streams (such as Medicaid) to meet the needs of children who are at significant risk due to behavioral health challenges.

The CPMT oversees the work of the County’s CSA program, which is overseen by the Office of Children’s Services (OCS) per the Code of Virginia (§ 2.2-2649). OCS is the administrative entity responsible for implementation of the decisions of the State Executive Council (SEC) for Children's Services. The SEC is established as a supervisory council in the executive branch of state government.

CPMT members shall be appointed by the governing body or bodies of the participating localities establishing the CPMT in accordance with CSA policies, and shall include, at a minimum, the following:

  1. One elected official or appointed official or his designee from the governing body of a locality.

  2. The local agency heads or their designees from the following community agencies: a. Loudoun County Department of Family Services (Social Services) b. Loudoun County Health Department c. Loudoun County Juvenile Court Service Unit d. Loudoun County Department of Mental Health, Substance Abuse, and Developmental Services (Community Services Board) e. Loudoun County Public Schools

  3. One representative of a private organization or association of providers* for children’s or family services if such organizations or associations are located within the locality.

  4. One parent representative**.

The local governing body may appoint other members to the team including, but not limited to:

  1. One local government official;
  2. One local law-enforcement official; and
  3. Representatives of other public agencies.

Notes:

  • Providers means an organization or association located within Loudoun County listed as a CSA provider with the OCS.

** Parent representative means an individual who is not an employee of any public or private program which serves children and families and who has a child who has received services that are within the purview of the CSA Parent representatives who are employed by a public or private program that receives CSA funds or agencies represented on a CPMT may serve as a parent representative if they do not, as a part of their employment, interact directly on a regular and daily basis with children or supervise employees who interact directly on daily basis with children. Notwithstanding this provision, foster parents may serve as parent representatives.

The Loudoun County Community Services Board (LCCSB) shall act as agent of the County of Loudoun, Virginia, by serving as a policy-advisory community services board, with staff support provided by the Department of Mental Health, Substance Abuse and Developmental Services (MHSADS) as outlined in the Code of Virginia §37.2-504 (B).

The Disability Services Board (DSB) is an at-large advisory body appointed by the Board of Supervisors (BOS). It serves as a resource to the BOS and Loudoun County staff by identifying and advising on issues of importance to people with disabilities, their families and caregivers. Its members work with County staff, community partners and businesses in an effort to make Loudoun County an accessible and inclusive community for all people.

2024 Disability & Resource Fair

The DSB is a co-host of the Disability Resource and Employment Fair, Friday, May 3, 2024, 10:00 a.m. – 2:00 p.m., at Claude Moore Recreation & Community Center, 46105 Loudoun Park Lane, Sterling.

The purpose of the Dulles Town Center Community Development Authority (CDA) is to oversee the financing and construction of certain public improvements including public roads; public water, sewer lines, and facilities; and public storm drainage and storm water management facilities in the Dulles Town Center CDA District.

The purpose of the Economic Development Advisory Commission (EDAC) is to promote the long-term economic growth and development of Loudoun County in a way that is economically sustainable and results in the expansion of its commercial and industrial tax base. EDAC provides recommendations to the Board of Supervisors (BOS) and the BOS Finance/Government Operations and Economic Development Committee (FGOEDC) relative to its programs and policies as they relate to Loudoun’s Economic Development Strategic Plan; and reviews significant projects as determined by the BOS and the FGOEDC.

The responsibilities of the Electoral Board include running elections in the County; appointing the director of Elections/General Registrar; approving polling places; approving the appointment of poll workers; organizing election procedures and policies; overseeing the printing of ballots for each election; and overseeing the canvass and certifying the results after each election.

Annual Environmental Forum

The Environmental Commission hosts an annual environmental forum for members of the community to learn and engage about Loudoun County’s efforts to increase environment and energy sustainability.

Environmental Excellence Awards

The Environmental Commission has an annual awards program that recognizes individuals, businesses, nonprofit organizations and educators for their leadership on environmental issues.

The Facilities Standards Manual (FSM) is designed to assist the public and development community in determining the policies that apply to land development in the County. It contains information primarily related to design and construction standards and guidelines for improvements to subdivisions and site plans. Chapter 1 of the FSM requires that the Board of Supervisors (Board) appoint a Public Review Committee (PRC) to review and provide comments on proposed revisions to the ordinance prior to the public hearing process. The PRC is also responsible for hearing appeals of interpretations or decisions made by the Director of Building and Development in the administration of the FSM standards and requirements and providing a written recommendation to the Director.

The Family Services Advisory Board (FSAB) is an advisory body dedicated to maintaining interest in all matters regarding public assistance, protective services, and workforce investment in Loudoun County. The FSAB may monitor the policies, budget, practices and programs administered by the Department of Family Services to apprise the County Administrator (or designee).

The Fiscal Impact Committee (FIC) closely reviews assumptions about future growth and capital facility needs, and provides recommendations for use in the County’s long-range planning activities. The FIC regularly develops a series of recommendations on financial, demographic, and economic information and growth scenarios. The committee also develops recommendations that are critical to the development of the County's Capital Needs document and proffer guidelines (the Capital Intensity Factor).

The Health Systems Agency of Northern Virginia (HSANV) is a non-profit organization that works toward the balanced and orderly development of health care facilities and services in the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William. HSANV pursues its basic mission of promoting the improvement of community-based health services through planning including planning-based Certificate of Public Need (COPN) regulation. To this end, HSANV works with all interested parties to: provide a community context for health service planning and development; maintain, and where necessary expand, access to care; assure and promote quality; guide the orderly introduction of new medical technologies and services; and ensure that community needs are recognized and met as efficiently as possible.

The Loudoun Health Commission works in conjunction with county and town government staff to advise and support the Board of Supervisors (Board) by evaluating and advising on health matters and on the priority of public health needs in Loudoun County. The mission of the Loudoun Health Commission is to:

  • Provide recommendations to the Board and the Board’s Finance/Government Operations and Economic Development Committee (FGOEDC) relative to its programs and policies as they relate to Loudoun’s Human Services Strategic Plan;
  • Review significant projects as determined by the Board and the Board’s FGOEDC;

In accordance with Virginia Code § 15.1-1239-1270, Loudoun Water exists to provide public water and sewer service to designated portions of Loudoun County. Loudoun Water is self-sustaining and independent of local government and is funded exclusively by the fees and charges it collects for providing water and sewer services. As a not-for-profit, community-owned utility, Loudoun Water is governed by an appointed Board of Directors which establishes rates for the services the utility provides. Loudoun Water’s rates and fees are designed to cover the cost of operating and maintaining customer water and sewer systems. Loudoun Water's nine-member Board establishes policy, sets rates and governs how the utility operates.

The NOVA College Board is responsible for assuring that the College is responsive to the higher education and workforce needs that exist in our service region within statewide policies, procedures and regulations of the State Board for Community Colleges.

The Policy Manual (Section 2.IX.D3.d) for the Virginia Community College System makes the following provisions:

"Members shall be appointed for a term of four years ... No person having served on the community college board for two successive four-year terms shall be eligible for reappointment to the college board for two years thereafter provided that a person appointed to fill a vacancy may serve two additional successive terms."

NVRPA strives to offer park, open space and recreational opportunities and facilities not provided by the local parks and recreation department.

In accordance with Virginia Code §15.2-1547, creation of local finance boards to manage the assets of postemployment benefits trusts, the Board of Supervisors established the Local Finance Board (“Finance Board”) that it identified as the Other Post-Employment Benefits (OPEB) Investment Committee. The OPEB Investment Committee is charged with overseeing the proper management of the County’s OPEB trust funds.

The Community Development Authority (CDA) is intended to help finance public infrastructure and service costs for large-scale project without impacting the county’s bond rating and fiscal health. Rivana at Innovation Station is a 79-acre site northwest of Innovation Station, a stop along Metrorail’s Silver Line, which was approved during the May 16, 2023, Board meeting for up to 2,719 multifamily units and 3,297,000 square feet of office, retail and civic space.

On December 21, 1987 the Boards of Supervisors of Loudoun and Fairfax Counties created the Route 28 Highway Transportation Improvement District to fund improvements to Route 28 including widening and construction of ten grade-separated interchanges. The District is governed by the Route 28 Tax District Commission which is comprised of four members from each of the Loudoun and Fairfax Boards and the Commonwealth of Virginia’s Secretary of Transportation (or his designee). The Commission is advised by the Route 28 Landowners Advisory Board comprised of twelve taxpayer representatives.

Membership Terms: In accordance with Virginia Code §33.2-2104, six of the Advisory Board members (three from each County) are elected by the taxpaying landowners to serve four-year terms.

Route 28 Landowners Advisory Board Election is Complete

The commercial and industrial landowners in the Route 28 tax district elected representatives to serve during the 1/20/2024 – 1/19/2028 term. The Loudoun Landowners elected Adam Cook from Peterson Companies, Ted Lewis from GeoReal Estate LLC and James D. Policaro from Lerner.

The Route 28 Landowners Advisory Board meets annually in March of each year at the call of the chairman. If other meetings are necessary, the chairman sends out a notice calling for a meeting. Meeting dates and times are posted on the Loudoun County Government Calendar.

The purposes of the Council are as follows: 1. Recommend to the Loudoun County Board of Supervisors (hereafter referred to as the “Board”) a Rural Economic Development Strategy; coordinate the implementation of that plan between and amongst the Department of Economic Development (DED), the Loudoun Chamber of Commerce, Visit Loudoun, the Small Business Development Center, Loudoun’s towns, and other agencies that support economic development in Loudoun; and recommend strategic changes/updates to the Board no less than yearly; 2. Furnish information and provide recommendations to the Board relative to programs and policies affecting the economic growth and development of Rural Loudoun County; 3. Review significant projects, policies, and programs that affect rural economic development as determined by the Board; 4. Provide a forum through which agricultural industry and rural business sector leaders meet to exchange ideas and experiences relative to rural economic development practices and policies; 5. Provide support and advice to DED relative to rural economic development, marketing, and promotion activities among the several public and private groups engaged in such activities throughout the county; and, 6. Monitor and evaluate year-over-year change in the Rural Economy as prepared by DED.

At the January 18, 2022, Business Meeting, the Board of Supervisors approved a work plan initiating the St. Louis Village Plan. In accordance with the Loudoun County 2019 General Plan policy direction, the St. Louis Village Plan is a community-driven planning exercise intended to support the village’s community goals and address a range of issues related to land use, development, and quality of life. The work plan includes direction to create a temporary nine-member advisory body, the St. Louis Village Plan Task Force, to help develop the St. Louis Village Plan. The St. Louis Village Plan Task Force works with Loudoun County staff to craft the vision, goals, objectives, policy approach, and regulatory implementation strategy of the St. Louis Village Plan.

The Transit Advisory Board (TAB) shall advise the Board of Supervisors (BOS) on ways to improve existing Transit Services provided by Loudoun County and on any proposed changes or additions to future transit services. TAB members actively seek input from a broad range of riders and organizations with an expressed interest in public transit. Transit Services include long haul commuter buses, regional and local public bus transportation and paratransit services in and through Loudoun County; public buses providing transit to existing and future Metro Stations; and special service buses provided, or contemplated by the County.

Pursuant to Virginia Code §15.2-1411, the Zoning Ordinance Committee (ZOC) was created by the Board of Supervisors (BOS) under the authority of and reporting to the Planning Commission to review and recommend changes to the Loudoun County Zoning Ordinance (Zoning Ordinance) in order to: 1) correct errors and inconsistencies; 2) clarify regulations; 3) simply the Zoning Ordinance to make it more user friendly; 4) keep the Zoning Ordinance current to reflect changes in state code, the market, economic, fiscal and land use conditions and the emergence of new uses; and 5) identify when proposed Zoning Ordinance amendments are inconsistent with the Comprehensive Plan and may require a Comprehensive Plan amendment. The BOS may direct that certain proposed amendments to the Zoning Ordinance be referred to the Zoning Ordinance Committee for review prior to requesting County Staff to initiate the referral process and the scheduling of a public hearing for consideration of such amendments to the Zoning Ordinance.

The ZOC may propose amendments to the Zoning Ordinance for BOS inclusion in the annual Zoning Ordinance Amendment (ZOAM) Work Plan. County staff shall be responsible for executing the BOS-adopted ZOAM Work Plan, to include drafting ordinance text, with ZOC input. When directed by the Commission or BOS, ZOC shall review and provide comments on proposed amendments as part of the referral process for county Staff, Commission, and BOS consideration. Additionally, at the discretion of the Commission, county staff or the BOS, ZOC may be asked to provide input on proposed amendments prior to the initiation of the referral process. Through its referral, the ZOC shall advise the Commission, county staff and the Zoning Administrator of their findings and recommendations on proposed amendments.
