The purpose of the Parks, Recreation and Open Space Board is to serve in an advisory capacity to the Loudoun County Board of Supervisors (BOS) in recommending policies and procedures relating to: 1) recreation programs and the use of physical properties available within Loudoun County; 2) open space and associated land use in the County; 3) public parks system and open space for the enjoyment of the residents of Loudoun County; 4) building the parks, recreation and open space atmosphere into and about the public schools and parks, and working with all public and private organizations using parks, recreation and open space for leisure time activities; 5) focusing public attention upon the need for adequate provisions for open space and year-round, healthful recreation for all which also protect the environment and historic resources; 6) soliciting and encouraging the donation of property and funds for the benefit of parks, recreation and open space and Loudoun County Parks, Recreation and Community Services programs; 7) conducting open meetings encouraging County resident participation and serving as a conduit for public input to the BOS.

The Parks, Recreation and Open Space Board (PROS) shall consist of one member from each Election District in Loudoun County, one member to be appointed by the Chair of the Board of Supervisors, and two At-Large members who are residents of Loudoun County, and who shall specifically represent open space interests, as nominated and duly appointed by the Board of Supervisors.
