Porting Out / Porting In

Although Loudoun County housing vouchers are intended for use within Loudoun County, you may be able to transfer your voucher outside the county’s jurisdiction; this is called porting out. A voucher may be taken to any other housing authority in the country that administers a Housing Choice Voucher program.

Similarly, if your voucher was issued by a housing authority in another jurisdiction, you may be able to transfer the voucher into Loudoun County; this is called porting in.

Porting out: Using a Loudoun Housing Authority Voucher Outside of Loudoun County

If you are an existing Housing Choice Voucher program participant, you may begin the portability process by requesting your voucher be transferred to the jurisdiction of your choice. You must provide your current counselor the following port-out form (PDF).

New applicants who lived in Loudoun County at the time they applied for the program may request and complete the port-out form telling us where they intend to move. Once this form is submitted they will be issued a voucher.

Porting in: Using a Voucher Issued by Another Housing Agency Outside Loudoun County

Prior to contacting the Housing Choice Voucher staff at Loudoun County you must first contact your current housing authority and have your housing information sent to our office. The information can be mailed to:

All information should be sent to the attention of Tandi Butler, Senior Housing Counselor. 

Paperwork / Qualifications / Timeframe

No calls will be taken until the information is received from the initial PHA. Once the paperwork is received a housing counselor will contact you within 3 to 5 business days to schedule an appointment. This appointment will be scheduled within 7 business days of the initial telephone contact unless there are extenuating circumstances.

You should anticipate the port-in process to take approximately 15 business days. This time frame does not include the initial lease up.

Briefing / Orientation

You must attend a family briefing / orientation prior to leasing up in Loudoun County. Family briefings are held the third Wednesday of the month at 1:30 p.m. Your housing counselor will register you for the briefing.

Notice

Please note that subsidy standards varies by jurisdiction, therefore we may change the original voucher size based on your household composition. One bedroom will be assigned to the HOH / and / or spouse, a minimum of one additional bedroom will be provided for every 2 household members. Please note your specific voucher size will be determined by your counselor when issuing you a Loudoun County voucher.
