Staff presented an update on the Silver Line Plan Comprehensive Plan Amendment (CPAM-2016 to 0002) at the November 10, 2016, meeting of the Board of Supervisors’ Transportation and Land Use Committee. View the meeting webcast.

October 2016

Staff was scheduled to present the proposed Silver Line Comprehensive Plan Amendment (CPAM-2016 to 0002) at the October 25, 2016, Planning Commission public hearing. The meeting was deferred to January 24, 2017.

Staff presented an update on the Silver Line Comprehensive Plan Amendment (CPAM-2016 to 0002) at the October 20, 2016, Board of Supervisors’ business meeting. The meeting is available for viewing. The item prepared is posted below and a summary of the Board’s motion (Copy Teste) will be posted once finalized.

Staff presented an update on the Silver Line Plan Comprehensive Plan Amendment (CPAM-2016 to 0002) at the October 14, 2016, meeting of the Board of Supervisors’ Transportation and Land Use Committee (TLUC). The item was forwarded to the October 20, 2016 Board of Supervisors’ Business Meeting. 

September 2016

Loudoun County held a public information session to present an overview of the preliminary draft of the Silver Line Comprehensive Plan Amendment (CPAM). The meeting was held on Tuesday, September 13, 2016, at Moorefield Station Elementary School in Ashburn. The meeting was used to present draft information and policies in the CPAM. The information provided built upon details previously provided at the June 29, 2016, public meeting where land use information was presented. Topics such as vision, urban design, community facilities, and transportation were discussed. Attendees were asked to provide feedback to help guide continued work on the CPAM document.

The PowerPoint presentation that was used to provide new and updated plan information at the September 13, 2016, public meeting has been posted below. The presentation was intended to give meeting participants a sense of plan policies that will be incorporated into the Silver Line CPAM.

Also, a September 13, 2016, working draft of the Silver Line CPAM has been posted below. The text and policies contained in the working draft document are solely intended to demonstrate the general content and vision of the plan to the public. The content of the document will continue to be modified to add additional policies and to address ongoing modifications.

July 2016
Staff presented an update on the Silver Line Small Area Plan at the Board of Supervisors’ Transportation and Land Use Committee on July 15, 2016. The staff report prepared for the meeting is below and the meeting is also available for viewing through the Loudoun County webcast system.

June 2016

Thanks to all those who attended the county’s public meeting on the Silver Line Small Area Plan Comprehensive Plan Amendment (CPAM) Wednesday, June 29, 2016 at Moorefield Station Elementary School. There were approximately 90 attendees who provided feedback on the proposed land uses and other elements of the Small Area Plan. 

February 2016

On February 12, 2016, the Loudoun County Board of Supervisors’ Transportation and Land Use Committee (TLUC) discussed the small area plan, boundary, process, schedule and desired outcomes.

January 2016

The final report of the Scenario Planning Study was presented. The Board approved a motion to forward the item to the Transportation and Land Use Committee to discuss development of a small area plan.

December 2015

Staff presented graphics of the consultant’s recommended scenario and discussed the status of the final report.

October 2015

Staff met with individual Board Members to solicit feedback regarding land use scenarios and the Market Analysis and Best Practices Study. Key themes from the Board Meetings were presented and discussed at the October 7, 2015, Board business meeting and are included in the Board Information Item.

September 2015

Results of the Market Analysis and Best Practices Study were presented to the Board of Supervisors on September 16, 2015. 

The Scenario Planning project team also presented four scenarios and the methodologies used to evaluate them.

Board Directs Market Analysis & Scenario Planning Study

The Board of Supervisors directed staff to prepare Requests for Proposals (RFPs) for consultant services for a land use scenario planning study and a market analysis and best practices study.

July 2014

ULI TAP Findings & Recommendations

The Final Report of the Technical Assistance Panel is now available. The Board of Supervisors was briefed on the findings and recommendations of the TAP at the July 16, 2014 Board Business Meeting. Staff has recommended two studies as next steps for the Board of Supervisors to consider to implement the next phase of the Comprehensive Plan Amendment (CPAM). The Board has requested staff to prepare scopes of activities for these two studies consisting of land use scenario planning study and a market analysis and best practices study.

May 2014

Urban Land Institute - Technical Assistance Panel Presentation

The Urban Land Institute (ULI) Technical Assistance Panel (TAP) conducted an initial analysis of planned, zoned, and existing land use in the Metrorail Service District and identified broad based issues and recommendations. Findings of the TAP were presented on May 8. Findings will be further discussed in a ULI report to be completed in July 2014. These findings will be presented to the Board of Supervisors for further discussion of Phase 2 initiatives. 

April 2014

TAP Briefing Book

As part of the TAP process, county staff developed a briefing book for the ULI panel members. This briefing book was intended to inform the TAP of existing conditions in the Study Area. In addition, the briefing book summarizes policy and regulatory documents currently in place. Previous studies and efforts relevant to the CPAM are also summarized.

January 2014

Urban Land Institute Technical Assistance Panel Will Study Tax District
The Loudoun County Board of Supervisors endorsed a two-phase process for the CPAM. For Phase 1, the county will retain the services of an Urban Land Institute (ULI) Technical Assistance Panel (TAP) to study broad based issues in the tax district and provide recommendations.

October 2013

Board Initiated Silver Line Comprehensive Plan Amendment

On October 16, 2013, the Loudoun County Board of Supervisors initiated a SilverLine/Metrorail Tax District Comprehensive Plan Amendment (CPAM) to evaluate the development potential of the Dulles Metrorail Service Districts (PDF) which were previously adopted in December of 2012. The purpose of the CPAM is to evaluate the existing planned land uses around the future Metrorail stations and to ensure that they strike the desired balance between:

  • Prompt realization of tax revenues to support future Metrorail operations
  • Maximizing future employment generation
  • Achieving the desired land use pattern
  • Minimizing demands on the county’s transportation infrastructure
