Loudoun County Transit follows the Federal Transit Administration’s Title VI guidelines for transit providers that operate 50 or more fixed-route vehicles in peak service and that are located in an urbanized area with a population of 200,000 or more residents. Loudoun County Transit has procedures to evaluate, prior to implementation, any and all service changes that exceed its major service change threshold, as well as all fare changes, to determine whether planned changes will have a disparate impact on the basis of race, color, or national origin, or whether low-income populations will bear a disproportionate burden of those changes.

Loudoun County, Virginia operates its transit programs and transit services with the conviction that no person in the U.S. shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity operated by Loudoun County Transit including the denial of meaningful access for limited English proficient (LEP) persons, in accordance with Title VI of the Civil Rights Act.

How to File a Complaint

To file a complaint concerning your rights under Title VI, please complete the Loudoun County Transit Title VI Complaint Form (PDF) in English or en Español (formulario de queja de Título VI (PDF)) and include the following information: 

  • Full Name of person filing complaint.
  • Contact information (daytime telephone number, email address and mailing address).
  • How, when, where, and why you believe you or someone else was discriminated against.
  • Location, names, and contact information of any witnesses.
