The Loudoun County Community Policy and Management Team (CPMT) is established per the Code of Virginia for the receipt and expenditure of funds pursuant to the Children's Services Act (CSA) in accordance with the powers and duties granted by statute. Loudoun County’s CSA program blends funding from County departments with certain State-wide funding streams (such as Medicaid) to meet the needs of children who are at significant risk due to behavioral health challenges.

The CPMT oversees the work of the County’s CSA program, which is overseen by the Office of Children’s Services (OCS) per the Code of Virginia (§ 2.2-2649). OCS is the administrative entity responsible for implementation of the decisions of the State Executive Council (SEC) for Children's Services. The SEC is established as a supervisory council in the executive branch of state government.

CPMT members shall be appointed by the governing body or bodies of the participating localities establishing the CPMT in accordance with CSA policies, and shall include, at a minimum, the following:

1. One elected official or appointed official or his designee from the governing body of a locality.

2. The local agency heads or their designees from the following community agencies: a. Loudoun County Department of Family Services (Social Services) b. Loudoun County Health Department c. Loudoun County Juvenile Court Service Unit d. Loudoun County Department of Mental Health, Substance Abuse, and Developmental Services (Community Services Board) e. Loudoun County Public Schools

3. One representative of a private organization or association of providers* for children’s or family services if such organizations or associations are located within the locality.

4. One parent representative**.

The local governing body may appoint other members to the team including, but not limited to:

1. One local government official;
2. One local law-enforcement official; and
3. Representatives of other public agencies.

Notes:

• Providers means an organization or association located within Loudoun County listed as a CSA provider with the OCS.

** Parent representative means an individual who is not an employee of any public or private program which serves children and families and who has a child who has received services that are within the purview of the CSA Parent representatives who are employed by a public or private program that receives CSA funds or agencies represented on a CPMT may serve as a parent representative if they do not, as a part of their employment, interact directly on a regular and daily basis with children or supervise employees who interact directly on daily basis with children. Notwithstanding this provision, foster parents may serve as parent representatives.

The local-level and private-sector membership team shall include the following:

1. A parent representative who is not an employee of any public or private program which serves children and families and who has a child who has received services that are within the purview of the Children’s Services Act;
2. A representative who has previously received services through the Children's Services Act, appointed with recommendations from entities including the Departments of Education and Social Services and the Virginia Chapter of the National Alliance on Mental Illness;
3. A representative of a private organization or association of providers for children’s or family services;
4. A local CSA coordinator or program manager;
5. A juvenile and domestic relations district court judge; and
6. One member from each of five different geographical areas of the Commonwealth who is representative of one of the different participants of community policy and management teams.
