The Fiscal Impact Committee (FIC) closely reviews assumptions about future growth and capital facility needs, and provides recommendations for use in the County’s long-range planning activities. The FIC regularly develops a series of recommendations on financial, demographic, and economic information and growth scenarios. The committee also develops recommendations that are critical to the development of the County's Capital Needs document and proffer guidelines (the Capital Intensity Factor).

Committee Guidelines

The Fiscal Impact Committee Guidelines document shows demographic, economic, and fiscal assumptions and forecasts for Loudoun County. This report reflects the review and analysis of key assumptions that significantly affect residential and nonresidential forecasts for Loudoun County.

While the Fiscal Impact Committee Guidelines document provides detailed assumptions and background supporting long-range forecasting, the estimates and forecasts for population, households and jobs shown in the document may not be the most recent issued by Loudoun County. The Fiscal Impact Committee Guidelines should be used in conjunction with other demographic and economic data found at loudoun.gov/demographics. Capital Planning Documents

The Fiscal Impact Committee reviews and provides recommendations on the county’s capital planning documents, including the Capital Facility Standards, Capital Intensity Factor and Capital Needs Assessment. • Capital Planning Documents

The Fiscal Impact Committee has a minimum of six at-large members with an interest in economics, demographics, statistics, or finance. Members are appointed by the Board of Supervisors. A representative of the Loudoun County Public Schools also serves on the committee. A member of the Board of Supervisors serves as an ex-officio member.
