Route 15 South Public Input Meeting
Welcome to Loudoun County’s Department of Transportation and Capital Infrastructure’s (DTCI) virtual public information meeting site. The project consists of a safety and operational study of approximately 12 miles of Route 15 (James Monroe Highway) from the south corporate limit of the Town of Leesburg to the Prince William County line. The study will identify safety and traffic operational issues and present recommended solutions for consideration by the Board of Supervisors.
Throughout the study, public and focus group meetings were held to capture local observations, perspectives and concerns along the corridor. Materials and recordings from past public and focus group meetings are available on the study page.
The goal of the proposed improvements will be to ensure that this segment of Route 15 continues to carry local and commuter traffic safely and efficiently while preserving the unique context of the historical roadway.

Concept Improvement Alternatives:
The Route 15 South study corridor has been divided into six segments designated by letters A through F from the Prince William County Line to the Town of Leesburg. Most segments are further divided into a south and north section for display purposes. The Concept Alternative Key Map below shows the limits of each segment and subsection. There are 13 studied intersections throughout the corridor designated by a number within a blue oval. Please view the Key Map file first to understand the overall layout of the segments and the intersection locations.
For each Segment, two options are presented and are included in the individual Concept Alternative Segment Graphics, which provide preliminary layouts of those locations where intersection improvements are considered warranted. These files are large and may take several seconds to download before they can be viewed. Each alternative provides two alternatives – Option 1 followed by Option 2. In addition to roadway improvements, proposed Shared Use Path locations for bicycle and pedestrian use are also depicted, with the east side option shown on Option 1 and the west side option on Option 2.

Future Conditions (2040):
The Study is based on a Future Design Year of 2040. The Loudoun County Regional Transportation Planning model was used to determine the future traffic volumes expected to arise in that year based on programmed road improvements and planned and forecast residential and employment growth. These projections were reviewed and approved by VDOT.
For this study, the No-Build Conditions reflect the traffic volumes and the associated delays and Level of Service (LOS) for the AM and PM peak periods assuming the existing road geometry remains. The only exception to that presumed network is the modification of the Braddock Road and New Road intersections into a new single lane roundabout located between the existing intersections. Those intersections showing poor LOS in the No-Build conditions are areas that may need modification to provide safe and efficient operations in 2040. Build Conditions
For the build conditions, certain intersections have been modelled for 2040 traffic volumes with roadway geometry and/or traffic control improvements. In many cases, the modifications provide better accessibility for the minor street but may introduce or increase delay on Route 15. That tradeoff is inherent in balancing the desire for unimpeded mainline flow with the need to provide access to and from Route 15. The files below show the Build Condition Option 1 and Option 2 lane configurations and summarize the average delay (in seconds) and LOS for each relevant approach and the intersection overall.

Existing Conditions:
The information provided below (and posted previously) were developed early in the Study based on traffic counts conducted in September of 2019. The traffic volumes, lane configurations, and peak hour delay and LOS for each intersection and approach serve as the baseline for consideration of future improvement options. Also available are maps showing the locations of sight distance deficiencies and passing zones.
