The Route 28 Highway Transportation District Commission meets annually a few weeks after the Route 28 Landowners Advisory Board's annual meeting. The most recent meeting was held March 22, 2024. View the agenda here (PDF).  

Background

Loudoun County, in partnership with Fairfax County, established the Route 28 Highway Transportation Improvement District on December 21, 1987. At that time, Route 28 was a two-lane roadway with traffic signals at some intersections, including with Route 7. Loudoun County and Fairfax County entered into a contract with the District on September 1, 1988 and agreed to levy additional tax assessments as requested by the District, collect the tax and pay all tax revenues to the Commonwealth Transportation Board.

The joint petition set forth the scope of the Route 28 improvements which were:

  • Phase 1: widening to 6 lanes from I-66 in Fairfax County to Route 7 in Loudoun County
  • Phase 2: 10 interchanges, 5 in Fairfax County and 5 in Loudoun County
  • Phase 3: widening to 8 lanes from Route 50 to Sterling Boulevard

Construction of the Phase 1 improvements was completed in 1991, the Phase 2 improvements were completed in 2007, and the last Phase 3 widening segments were completed in 2020.  

The Route 28 Highway Transportation Improvement District is administered by the Route 28 Highway Transportation District Commission appointed by the Board of Supervisors from both Loudoun and Fairfax Counties. The current representatives to the commission from the Loudoun Board of Supervisors are Chair Phyllis Randall, Broad Run District Supervisor Sylvia Glass, Dulles District Supervisor Matthew Letourneau and Sterling District Supervisor Koran Saines.

The commission is advised by the Route 28 Landowners Advisory Board comprised of twelve taxpayer representatives. Six of the advisory board members (three from each county) are elected by the taxpaying landowners to serve a term of four years. The other six advisory board members are appointed by the Board of Supervisors from Fairfax and Loudoun Counties (three from each county).
