[ARCHIVED] Upcoming Paving Begins March 31; Road Closures Expected

As part of Loudoun County’s Courthouse Complex Expansion project, construction crews will be milling and paving Church Street from Market Street to North Street, beginning Friday, March 31, 2023 and ending Saturday, April 1, 2023, weather permitting. Drivers should use extra caution when traveling through this area and follow all directions from the posted signs and road crews.  

Milling and Paving
On Friday, March 31, 2023, construction crews will begin milling existing asphalt after 5:30 p.m. until 9:00 p.m. on Church Street from the intersection of Cornwall Street through the intersection of North Street. 

On Saturday, April 1, 2023, from 8:00 a.m. until 6:00 p.m., construction crews will pave Church Street from Market Street to North Street.

Road Closures
Church Street to the intersection of North Steet will be closed beginning on Friday, March 31, 2023, from 5:30 p.m. to Saturday, April 1, 2023 at 6:00 p.m. Residents living on Church Street should park at Pennington Lot during this time. 

Cornwall Street will be closed to normal traffic from Friday, March 31, 2023, at 5:30 p.m. to Saturday, April 1, 2023, at 6:00 p.m. Local traffic will be allowed to access homes and residents can park on the street. In addition, Slack Lane will be closed except to local traffic only. Cornwall Street from Slack Lane to King Street will be closed except to local traffic only.

All roads are expected to be open after 6:00 p.m. on Saturday, April 1, 2023. 

 Courthouse Complex Expansion Project
This construction is part of the Loudoun County Courthouse Complex expansion project that includes the design and construction of the new 92,000-square-foot Loudoun County District Courthouse and renovation of existing courts facilities, including new parking facilities. Work to install drywall, door frames and window glazing is complete on all levels. Permanent power for the new building has been established, and crews have installed the elevators and are painting interior walls.  

On the outside of the building, Church Street NE remains closed between Market and Cornwall Streets, which restricts vehicular and pedestrian traffic while crews work to complete the installation of dry utilities. Construction of an underground tunnel that connects the new courthouse to the existing courthouse has been completed. 

Planning is underway for the start of the existing courthouse renovation associated with the new tunnel. The Loudoun County Courthouse Expansion project is expected to be complete and open to the public in 2023.
 
Visitors to the Loudoun County Courthouse will continue to have access to free parking throughout the duration of the project at the Pennington Lot and Pennington Garage which are located approximately two blocks from the courthouse near the intersection of Church and North Streets, NE.
