Planning Commission Continues Zoning Ordinance Rewrite Process May 11

The Loudoun County Planning Commission’s Uses Subcommittee is scheduled to meet on Thursday, May 11, 2023, at 1:00 p.m. to continue its work on the Zoning Ordinance Rewrite project. The full Planning Commission is also scheduled to meet on May 11, at 6:00 p.m. Both meetings will be held in the Board Room of the Loudoun County Government Center, 1 Harrison St. SE, in Leesburg.

Uses Subcommittee Work Session – 1:00 p.m. 

The Uses Subcommittee was formed to focus on uses in zoning districts, which are addressed in three chapters of the draft Zoning Ordinance: 

  • Chapter 3: Uses
  • Chapter 4: Use-Specific Standards
  • Chapter 12: Definitions

The subcommittee’s May 11 agenda is scheduled to include discussions about the following uses to assist the subcommittee and the full Planning Commission in its deliberations of the proposed Zoning Ordinance revisions:

  • Bed and Breakfast On-site Management Requirement
  • Single-Family and Multifamily Use-Specific Standards in Town Center (TC) and Transit Related Center (TRC) Districts
  • Marina Uses

In addition, the subcommittee is also scheduled to review a comparison between use names and use permissions in the current Zoning Ordinance and in the draft Zoning Ordinance.

Planning Commission Work Session – 6:00 p.m. 

The Planning Commission will meet for its regular monthly work session at 6:00 p.m. on May 11. In addition to routine business, the commission is scheduled to discuss portions of the draft Zoning Ordinance. Topics on the agenda are:

  • Chapter 2: Zoning Districts
  • Chapter 5: Overlay Districts
  • Section 7.02: Open Space

The commission is scheduled to consider revisions to Chapter 2 and discuss several other topics, such as use mix requirements for small projects within certain Zoning Districts. 

Members of the public are invited to listen to the discussion in person or online. The meeting will be livestreamed on the county’s website at loudoun.gov/meetings. The commission is also scheduled to consider endorsing the revisions to Chapter 5, including changes to the Mountainside Overlay District. Finally, the commission is scheduled to consider revised ordinance text in Section 7.02, Open Space for endorsement.

The Planning Commission is working toward a final recommended draft Zoning Ordinance that will be forwarded to the Board of Supervisors review and ultimate adoption later this year.
