Surveying Begins at Westpark Property

In the coming weeks, weather permitting, the county’s design consultants will be on the Westpark property to delineate and survey the wetlands area to create a detailed existing conditions map. This marking will consist of flagging around the wetland areas. Mapping the wetlands is critical in the design process because it will provide the exact limits of the most environmentally sensitive areas on the property. The wetlands area will become no mow areas. The project design team will use this information to assist in laying out the park features to avoid impacting the wetlands areas wherever possible. 

The county allocated funding this year and in fiscal year 2024, which begins July 1, 2023, for professional services that will help the county begin to plan a future passive park on the Westpark property. This process includes conducting various assessments. Funding for the project in the amount of $13.4 million is included in the county's Capital Improvement Program (PDF). The project has an estimated completion date of 2027.

Upcoming Design Public Meeting
Loudoun County will host a design public information meeting to engage the community for input on the design of the future passive park. The event will take place on Tuesday, June 27, 2023, 6:00 p.m. - 7:00 p.m., at the Loudoun County Government Center, Dulles Room, 1 Harrison Street, SE, Leesburg. More details will be posted on the project page in advance of the meeting.

About the Project
In August 2022, Loudoun County purchased 134 acres of the former Westpark Golf Course that was located along Country Club Drive in Leesburg. The county-owned land has been placed into a conservation easement, which will preserve the natural landscape. The Westpark improvements project includes the design and construction of a passive park. A typically passive park may consist of walking and biking trails and include many natural and minimally disturbed areas.
