The Loudoun County Clerk of the Circuit Court is modifying the delivery of essential services in response to the coronavirus (COVID-19). In an effort to reduce citizen visits to the Loudoun County courts complex in Leesburg, limit the number of people in the office of the Clerk of the Circuit Court consistent with recommendations from state and local health officials, and promote social distancing, the Clerk is offering essential services by appointment only. Also, the customer service hours for these services will change effective April 6, 2020, to 10:00 a.m. - 3:00 p.m. daily. Information regarding requesting an appointment for essential services is available at

Secure drop-off boxes for legal papers related to deed recordings, civil court cases, criminal court cases and other legal matters will be available in the hallway outside of the Clerk’s office from 8:00 a.m. - 4:00 p.m. each business day. Attorneys, title companies and other clients can deliver legal papers for filing and recording in these secure drop boxes. The Clerk’s office employees will routinely review documents secured in the drop boxes for legal processing regularly throughout the day and notify customers when these filings have been processed. Signage regarding the location of the drop-off boxes and which boxes to use for delivery of legal papers will be posted. These drop-off locations will enable customers to deliver legal papers without requiring interaction with employees and will limit the number of people in the Clerk’s office, which will promote improved social distancing in response to the coronavirus (COVID-19.)

loudoun.gov/clerk. “We are still providing essential services for Loudoun residents consistent with the order of the Chief Justice of the Virginia Supreme Court, but we want to promote better social distancing for our visitors and for my employees. These modified business operations will allow us to achieve the right balance in delivering these essential services while pursuing improved precautions,” said Clerk of the Circuit Court Gary Clemens.
