Board of Supervisors Approves Construction Contract for New Loudoun County Courthouse

During its September 19, 2019 business meeting, the Loudoun County Board of Supervisors awarded a contract for the construction of the new Loudoun County Courthouse to Costello Construction of Maryland, Inc. An Invitation for Bid was issued on April 25, 2019. Costello was one of six companies which put in a bid for the contract by the July 10, 2019 deadline. The winning bid was $54,043,140.


The project will construct an approximately 92,000 square foot, two story structure with a lower level to be built under Church Street.


The board also awarded a contract for Construction Support Services to McDonough Bolyard Peck, Inc. for $2,666,260. A Request for Proposals was issued on March 18, 2019. Six proposals were received. Staff from the Department of Transportation and Capital Infrastructure evaluated the bids and interviewed the top two firms. The contract will provide for project and construction management, construction inspectors to manage project quality assurance, administrative services and ensure compliance with plans and specifications.'

The Courts Complex Phase III Project has a total budget of $107,295,000. Construction is expected to begin by late fall 2019 and take 30 months to complete,
