Selma Estates Project Update: March 5, 2021

  • An earlier project update indicated that the Virginia Department of Emergency Management (VDEM) had reviewed the county’s application for a federal grant to mitigate flooding issues Selma Estates, and was planning to submit the application to the Building Resilient Infrastructure and Communities (BRIC) grant program of the Federal Emergency Management Agency (FEMA).

  • Following that update, we have received several questions on how that change would affect the grant, consideration of home values, and other details. In the process of researching those questions, the County’s consultant learned that the Virginia Department of Emergency Management had reversed its decision just prior to the grant’s submission and made the final decision to submit the application to the Flood Mitigation Assistance (FMA) grant program, rather than the BRIC program.   • Regardless of which FEMA program funds the project, the federal grant application is the most efficient way the County has identified to proceed with the voluntary acquisition of those homes within the SFHA identified as “at risk” by FEMA. The grant application is currently under review by FEMA.
