Groundbreaking for Northstar Boulevard from Evergreen Mills Road to Route 50 Set for February 24

Loudoun County, in partnership with the Federal Highway Administration (FHWA), Virginia Department of Transportation (VDOT) and Northern Virginia Transportation Authority (NVTA), invites members of the public to attend a groundbreaking ceremony for the start of construction of Northstar Boulevard, Phase I, from Evergreen Mills Road to Route 50, on Friday, February 24, 2023, at 2:00 p.m. The event will take place along Arcola Mills Drive at the site of the future intersection of Northstar Boulevard and Arcola Mills Drive in Aldie. 

Members of the Board of Supervisors as well as representatives of the FHWA, NVTA and VDOT are scheduled to be on hand for the ceremonial breaking of ground, kicking off construction of this regionally significant project. 

This project will design and construct a new four-lane, median-divided segment of Northstar Boulevard from Evergreen Mills Road (formerly Shreveport Drive) to U.S. Route 50. The project includes a 10-foot-wide, shared-use path on both sides of the roadway and a traffic signal at Route 50. At the northern end of the project, a new bridge will carry Northstar Boulevard over North Fork Broad Run. Evergreen Mills Road will then be realigned to the south to intersect with Northstar Boulevard.

Northstar Boulevard is part of the North/South Corridor of Statewide Significance as designated by VDOT, addressing congestion and mobility on parallel north/south routes between I-95 and Dulles International Airport and connecting travelers to activity centers in Loudoun County and beyond. It is part of what will be a 14-mile long, uninterrupted corridor extending from Route 7 south to the Prince William County line.

The county is currently constructing the segment of Northstar Boulevard from Route 50 to Tall Cedars Parkway, which will join this segment with the existing roadway in the Brambleton area. This segment is expected to be opened to traffic in the fall of 2023.

Funding for the Northstar Boulevard Phase 1 project is provided by an FY 2017 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant from the U.S. Department of Transportation, VDOT, NVTA and county funds. Construction is expected to be completed by winter 2025.
