Planning Commission Continues Work on Draft Zoning Ordinance June 8

The Loudoun County Planning Commission will continue its work on the Zoning Ordinance Rewrite at its regularly scheduled work session Thursday, June 8, 2023, at 6:00 p.m. The meeting will be held in the Board Room of the Loudoun County Government Center, 1 Harrison St., SE, in Leesburg.

June 8 Work Session Agenda

In addition to its regularly scheduled business, the Planning Commission plans to resume its discussion regarding edits to the June 2, 2023 version of the draft Zoning Ordinance, which is included in the June 5, 2023, staff memorandum (PDF)

During the June 5 work session, the Planning Commission directed revisions to the following chapters of the draft Zoning Ordinance prior to recessing the meeting until June 8: 

  • Chapter 2: Zoning Districts
  • Chapter 3: Uses
  • Chapter 7: Development Standards
  • Chapter 8: Signs
  • Chapter 9: Attainable Housing
  • Chapter 10: Procedures

At the June 8 work session, the Planning Commission is expected to consider directing possible refinements to the remainder of the draft text, including: 

  • Chapter 4: Use-Specific Standards
  • Chapter 12: Definitions

The Planning Commission previously endorsed the draft text in Chapters 1, 5, 6 and 11; however, the commission may consider any additional edits in any chapter during the June 8 work session.

In addition, the commission is expected to recommend that the Board of Supervisors consider future Comprehensive Plan and Zoning Ordinance amendments after a new Zoning Ordinance is adopted through separate processes. The current proposed list of amendments is outlined in the June 5, 2023, staff memorandum (PDF) and scheduled for discussion during the June 8 work session.  

Next Steps

The Planning Commission may finalize a recommended draft Zoning Ordinance as early as June 8. Once the final recommended text is approved by the commission, the recommended draft ordinance will be forwarded to the Board of Supervisors for consideration, revisions and ultimately adoption. 

The Board of Supervisors is expected to hold a public hearing on the draft ordinance as early as this summer. The Planning Commission’s final, recommended draft Zoning Ordinance will be published on the county’s website in advance of the Board’s public hearing.
