Bridge Work Continues for Crosstrail Boulevard – Kincaid Blvd to Russell Branch Pkwy Project

Posted on August 2, 2021 at 10:54 AM by Heidi Kellum

Crews constructing a segment of Crosstrail Boulevard from Kincaid Boulevard to Russell Branch Parkway in Leesburg will continue deck pours for the bridges over Tuscarora Creek and the W&OD trail until early September 2021. The work is part of a County project to extend existing Crosstrail Boulevard from Kincaid Boulevard to Russell Branch Parkway.

This month, two concrete pours for the bridge decks are scheduled to begin at 3:00 a.m. to minimize impacts to W&OD trail access. In the event work extends into the daylight hours, temporary trail closures of no more than 10 minutes may be required for public safety. As construction activity for deck pours will start outside of the contractor’s allowable hours, Loudoun County has received the required approvals for the change in work hours.

Over the next several weeks, work on shared use paths and the roadway between Kincaid Boulevard and the W&OD will include asphalt placement and handrail installation. Weather permitting, construction is expected to be completed in winter 2023.

For complaints regarding construction noise that is not in compliance with the Loudoun County Codified Ordinance or the Leesburg Town Code (for those living within town limits), please call the Loudoun County Sheriff’s Office (LCSO) non-emergency line at (703) 777-1021. The Loudoun County Codified ordinance allows for construction, demolition and/or maintenance activities which produce sound between 7:00 a.m. and 9:00 p.m. on weekdays, or from 9:00 a.m. to 9:00 p.m. on Saturdays, Sundays and federal holidays. Within town limits, the Leesburg Town Code allows construction noise, including pneumatic hammers, chain saws, pile drivers, steam shovels and similar equipment between the hours of 6:30 a.m. and 10 p.m.

The project will construct a new four-lane, divided road segment, extending Crosstrail Boulevard from Kincaid Boulevard to Russell Branch Parkway. When completed, Crosstrail Boulevard will provide a new connection between Sycolin Road near Philip A. Bolen Memorial Park and Route 7.
