Work Begins Along Church Street for New Loudoun County Courthouse

On October 5, 2021, Church Street from Market to Cornwall Streets was closed to vehicular and pedestrian traffic for approximately nine months. The planned closure allows for tunnel and utility work associated with the Loudoun County Courthouse structure, currently under construction at the corner of Church Street and Edwards Ferry Road in downtown Leesburg. The Courts Complex Expansion project includes the design and construction of a new 92,000-square-foot Loudoun County District Courthouse and renovation of existing courts facilities, including new parking facilities. Along Church Street, crews have begun sidewalk demolition and utility work. Temporary utility relocation work by Dominion Power, Comcast, and Verizon is complete. 

Storm water utility work on North Street near the Courthouse is underway. During the construction, traffic will continue in a single lane on North Street between Harrison Street and Church Street. Drivers should use extra caution when traveling through this area and follow all directions from the posted signs and road crews. The work is currently estimated to last until November 19, 2021.

On the south side of the new courthouse building, crews have begun utility work and the installation of exterior brick veneer. On the inside, crews continue to install interior walls, door frames, and to rough-in electrical, mechanical and plumbing systems on all floors. Interior masonry and framing work are nearing completion. Over the next several weeks, crews will complete most of the building exterior framing and sheathing work and begin preparations for roof installation.

Future phases of construction include building a tunnel under Church Street that connects the existing courthouse to the new building. The project is expected to be complete and open to the public in 2023.

Visitors to the Loudoun County Courthouse will continue to have access to free parking throughout the duration of the project at the Pennington Lot and Pennington Garage which are  located approximately two blocks from the courthouse near the intersection of Church and North Streets, NE.
