LCSO Deputy Arrested on Multiple Charges of Computer Trespass and Fraud

  Loudoun County-
A Loudoun County Sheriff’s Office (LCSO) Deputy was charged today after detectives with the LCSO received information from a federal law enforcement agency regarding the deputy’s possible unlawful access to law enforcement sensitive information.

A subsequent investigation by LCSO detectives yielded that during the dates of May, 2014 to November, 2016, the deputy used his official position to obtain information for the sale and resale of used vehicles. Further, the deputy used his access to the Virginia Criminal Information Network (VCIN) to assist with the transactions.

Deputy First Class (DFC) Usman E. Rafi, 37, was charged today with two Felony counts of using computer to gather identifying information (VCIN violation), thirty counts of dealer violations (misdemeanor) and thirty counts of open title violations (misdemeanor).

DFC Rafi turned himself in at the Loudoun County Adult Detention Center (ADC). He was released from the ADC on an unsecured bond.

DFC Rafi is a ten year veteran of the department. He was placed on paid Administrative leave in September and remains on leave pending the outcome of the case.
