Leesburg Man Sentenced to Twenty Years in Prison for Sex Offenses
LEESBURG, Virginia – December 14, 2018. Samuel Anderson Percy, 49, appeared before Judge Thomas D. Horne in Loudoun County Circuit Court for sentencing on one count of aggravated sexual battery for a 2010 offense and two counts of manufacturing child pornography that occurred in 2016.
Percy pleaded guilty to the charges on June 22, 2018.
The Virginia Sentencing Guidelines for this case suggest an active sentence of ten years in prison. However, before imposing a sentence, Judge Horne noted that “the guidelines are inappropriate, and don’t take into account the totality of the circumstances in this case.” Horne imposed a total active sentence of twenty years in the Virginia Department of Corrections.
Upon his release, Percy will be placed on three years of post-release supervision.
Pursuant to Virginia’s Sex Offender and Crimes Against Minors Registry Act, Percy will also be required to register as a sex offender. Information about the Virginia’s Sex Offender and Crimes Against Minors Registry and those on it can be found on the Virginia State Police website: http://sex-offender.vsp.virginia.gov.
