Loudoun County Administrator Tim Hemstreet has been elected president of the National Association of County Administrators (NACA). Hemstreet was installed as president for a two-year term earlier this month during the annual conference of the National Association of Counties (NACo). He had previously served as president-elect of the organization, having been unanimously approved by NACA members for the position in July 2017.

NACA, an affiliate of the International City/County Management Association (ICMA), encourages professional development for county administrators and provides information and resources to its members to improve the management of county government.

As NACA president-elect, Hemstreet successfully oversaw NACA’s affiliation with the Local Government Hispanic Network and the Alliance for Innovation and helped develop several programs for NACo and ICMA conferences. As NACA president, Hemstreet’s duties will include presiding over meetings of the group, appointing members to committees and task forces, and coordinating the development of the annual work plan and budget to accomplish objectives of the association.

Hemstreet has been county administrator in Loudoun, one of the fastest growing counties in the United States, since 2009. He oversees more than 5,000 full-time, part-time and seasonal employees in a county with an annual budget of $3.2 billion. The Office of the County Administrator is the highest level management office of the Loudoun County government. The county administrator directs and supervises the day-to-day operations of county departments and agencies under the direct control of the elected Board of Supervisors. Hemstreet also serves as the Board of Supervisors’ official liaison to the constitutional officers, the judiciary, and state and regional agencies.
