[ARCHIVED] Former Clerk of Circuit Court Freddy Howard Passes Away

The Honorable Frederick R. Howard died Sunday, October 25 in Loudoun County where he resided his entire life. Freddy, as he was commonly known, was a beloved native son of Leesburg. Freddy served nearly 30 years in the Circuit Court Clerk's Office and he served as the elected Clerk from 1979 to 1991.

With a smile and gentleman-like quality, Freddy touched the lives of most Loudoun citizens by virtue of the numerous services offered to residents by the Clerk of the Circuit Court. Freddy represented Loudoun County on various boards and committees as an officer and historian of the Virginia Court Clerk's Association and a member of the International Association of Clerks, Recorders, Election Officials and Treasurers.

Freddy was elected and served on the Leesburg Town Council. He unselfishly donated his time and talents to numerous local organizations and community service programs, including:

- Leesburg Lions Club (58 years of service)

- Civil Marriage Celebrant for Loudoun County

- Leesburg's Union Cemetery (Officer and Director)

- American Legion Post 34

- Soldiers & Sailors Memorial Trust

- Monroe Vo-Tech Center Advisory Committee

- Deacon and Elder of the Leesburg Presbyterian Church

Freddy enjoyed life to the fullest and enjoyed being with people as he carried out pranks, participated in outdoor recreation activities such as golfing, fishing and bird-hunting, participating in his regular bi-monthly card group, and supporting the local NFL football team as well as local sports teams in the Leesburg community.

Freddy was born in a frame house on South King Street in Leesburg on August 22nd, 1929. He graduated from Leesburg High School in 1946, attended Presbyterian Junior College and the College of William & Mary. He served 4 years in the United States Air Force during the Korean War achieving the rank of Staff Sergeant. He was married to Ms. Peggy Mae Fleming for 59 years. Freddy and Peggy have two daughters, Linda Howard Hiserman of Ashburn and Hope McCullough (K.C.) of Mechanicsville. Surviving grandchildren are Brett, Amy, Megan, and Emma and surviving great grandchildren are Brayden, Elise, Sadie Mae, and Preston James. Two surviving brothers include Frank Howard of Richmond and David of Gaithersburg, Maryland. He is survived by numerous nieces, nephews and grandnieces and grandnephews.

To honor the service of the Honorable Freddy Howard, the flag of Loudoun County will be lowered to half-staff at the Loudoun County Government Center on Harrison Street and the Loudoun Courthouse Complex on King and Market Streets from dawn on Thursday, October 29th, until dusk on Friday, October 30th, 2020.

A memorial service will be held at 3:00 PM on Saturday, Nov. 7th, Leesburg Community Church 835 Lee Ave., SW Leesburg, VA. Arrangements are being handled by Colonial Funeral Home in Leesburg.
