[ARCHIVED] Loudoun County Drug Court Graduation Ceremony – Statement of Buta Biberaj

Congratulations! We are proud of our drug court program graduates. Today, three participants, Eloy Montemayor, Mister Lewis, and Scott Rossell. were celebrated for successfully completing the drug court program. Each person entered the drug court program after violating the terms of their probation.

Each of them has participated in drug court for over twenty-two months. They shared the challenges of drug addiction, the struggles with staying sober, and the gratitude they felt towards the drug court, their families, and the community for supporting them during the program and hereafter. We would like to thank our team members who took part in the celebration. Angela Vernail, Jonathan Dickey, Kim Rothenberger, Michele Tracy, Tori Luttrell, and Kendra Glover.

Commonwealth’s Attorney Buta Biberaj’ s comments at the graduation:

Congratulations to Mr. Eloy C. Montemayor, Mr. Mister I.N. Lewis, and Mr. Scott M. Rossell. We know that this journey has not been easy for you, but may you always view it as a worthy one. You have made the tough decision to invest in your health and safety. You chose to participate in a program that is not an easy one, but one that is worthy of your efforts. We hope that you have developed a connection to the services provided to you during drug court, that you have connected and reconnected with family members, friends and loved ones, and that you have regained trust in yourself. That you know and accept that we, the community, is invested in you and your health and safety.

On behalf of Commonwealth’s Attorney Office, a special thank you to: the Loudoun County Board of Supervisors for being stalwart supporters of the Drug Court Program; Chief Judge Fleming and the Loudoun County Circuit Court Judges and Staff; Chief Judge Debbie Welsh and the General District Court judges and staff; Department of Community Corrections Director Chip Sullivan, Drug Court Director Charles Mulligan and the entire CCP team - Probation and Pretrial Services; District 25 Probation and Parole Chief Jane Ewing and her team; Director of Loudoun County Mental Health, Substance Abuse and Developmental Services Margaret Graham  and her team; the Loudoun County Bar Association and the defense counsel who work with the individuals who enter into the Drug Court program; the Loudoun County Public Defenders’ Office – Lorie O’Donnell; our law enforcement partners at the Loudoun County Sheriff’s Office – Sheriff Mike Chapman, Leesburg Police Department – Chief Greg Brown; Purcellville Police Dept. – Chief Cindy McAlister, Middleburg Police Dept – Chief PJ Panebianco; Virginia State Police, and the Metropolitan Washington Airport Authority Police Dept.

Thank you to the team members of the Commonwealth’s Attorney’s Office – special note of gratitude to Angela Vernail – who has been the bridge between our office and the Drug Court program. We are forever indebted to her for her leadership and investment in Drug Court.

And, most importantly – the community – the friends, family members, employers, neighbors, who support our program and the participants. You are most integral to their continuing success because you support Mr. Montemayor, Mr. Lewis, and Mr. Rossell in their continuing journey. Long after all the Drug Court professional team members are transitioned away from the daily contact, you remain. We thank you for your support of these graduates over the length of the program and long into the future.

Graduates, back to you.

Thank you for your investment in you and our community. You chose to partake in the program, do the hard work, and continue the journey every minute of your life as you make decisions. You chose to collaborate with the program, work through the challenges and the speed bumps, and because you did not give up, you have succeeded in building a support system. I wish you the best of luck in your continued success and encourage you to go forth, do good and be well!

I leave you with one final thought – At times you may feel that the world may condemn you, your actions, or your struggle, but know that the tribunal of your conscience absolves you, each day do your best to make the decisions that keep you and our community safe and healthy.
