[ARCHIVED] Board of Supervisors Adopts FY 2020 Budget; Lowers Tax Rate by Four Cents

The Loudoun County Board of Supervisors has approved a budget totaling approximately $3.2 billion in total appropriations for the general county government and school system for Fiscal Year (FY) 2020. The adopted budget includes a real property tax rate of $1.045 per $100 in assessed value, four cents lower than the current tax rate. The adopted tax rate is the equalized real property tax rate, the rate at which the average homeowner’s tax bill remains the same year over year. The FY 2020 budget includes a local transfer to Loudoun County Public Schools (LCPS) of $873.7 million—an increase of $76.3 million over FY 2019—which fully funds the School Board’s adopted budget request. 

The FY 2020 budget includes funding for 204 new positions in 23 different county departments to complete the Board’s strategic initiatives and to maintain current service levels, open new facilities, provide resources for human services safety net programs, public and life safety, and the county’s capital program and community development agencies. 

The budget also includes a 2 percent market-based pay increase and a 3 percent merit pay increase for eligible county employees to continue the investment the Board has made in attracting and retaining quality employees.

Capital Improvement Program 

The Board also adopted the Amended FY 2019-2024 Capital Improvement Program (CIP) that totals $2.4 billion for the six-year planning period and includes county and school projects. The category with the largest expenditure percentage is transportation projects at 49 percent. Those projects include roads, sidewalks, signals, traffic calming, transit and projects for Loudoun’s incorporated towns. School projects account for 21 percent, or $521.9 million, of the CIP, which fully incorporates the School Board’s adopted capital plan and accommodates all school projects.

The FY 2020 budget will go into effect July 1, 2019, while the new tax rates are effective as of January 1, 2019, and will be used for the spring tax collection. More information about the budget process is online at www.loudoun.gov/budget.
