Loudoun County, VA (December 12, 2019) - The driver in a single-vehicle crash that took the life of a Maryland woman has been charged with Involuntary Manslaughter and DUI.
Brian M. Foley, 31, of Ashburn, was charged today after an investigation determined he was behind the wheel of his 2007 Toyota Scion at the time of the November 16, 2019, fatal crash. Foley was driving eastbound on Ashburn Farm Parkway between Starflower Way and Summerwood Circle when the vehicle left the roadway and became airborne before striking a utility pole and driving through a residential fence. The crash occurred around 1:49 a.m.
Both Foley and the victim, Heather L. Wren (Guzman), 31, of Ft. Meade, Maryland, were thrown from the vehicle during the crash. Ms. Wren lost her life at the scene.
Foley is currently being held at the Loudoun County Adult Detention Center on no bond.

Loudoun County, VA (November 16, 2019): The Loudoun County Sheriff’s Office is investigating a fatal single-vehicle crash that occurred early Saturday morning in Ashburn.
The crash occurred around 1:49 a.m. when the vehicle, a 2007 Toyota Scion, left the roadway while traveling eastbound on Ashburn Farm Parkway between Starflower Way and Summerwood Circle. At one point the vehicle became airborne and crossed the westbound lanes, struck a utility pole, and drove through a residential fence before coming to a stop.
An adult female and an adult male were both thrown from the vehicle during the crash. The female lost her life at the scene. The name of the victim has not been released pending notification of her family. The adult male in the vehicle was taken to Reston Hospital Center where he is being treated for serious but non-life-threatening injuries.
The cause of the crash remains under investigation by the Loudoun County Sheriff’s Office Crash Reconstruction Unit. The LCSO is asking any potential witnesses to the crash to contact Investigator S. Allen at 703-737-8308.
