[ARCHIVED] Board Approves Nonprofit Human Service Grant Funding Awards for FY 2021

The Loudoun County Board of Supervisors approved annual awards for funding to community nonprofit organizations during its meeting on April 21, 2020. Funding opportunities were made available to tax-exempt, private, nonprofit 501(c)3 organizations that provide human services to Loudoun County residents in the areas of need identified and approved by the Board of Supervisors for Fiscal Year 2021 (FY 2021), which begins July 1, 2020.

The areas of need and the anticipated outcomes are:

  • Prevention and Self-Sufficiency: Services focused on assisting individuals and families in becoming and/or remaining independent and stable, and providing tools, skills, strategies, and resources to individuals and families.
  • Crisis Intervention and Diversion: Services provided to individuals and families in crisis to overcome immediate problems, and reduce or prevent the need for more restrictive and expensive higher level services. 
  • Long-Term Support: Services that focus on assisting individuals who have continuing, long-term support needs to remain healthy, safe and independent in the community. 
  • Improved Quality of Human Services: Services and opportunities provided to individuals, organizations and communities that enhance the quality, accessibility, accountability and coordination of services provided by community organizations.

The county’s FY 2021 Adopted Budget includes an overall allocation of $1,922,100 million in local tax funding for nonprofit grants, which includes $1,157,124 million for the competitive grant process and the mini-grant process. Due to budget restrictions, the county has maintained its FY 2020 funding level for the competitive process; $1,123,421 million.

Through the county’s competitive grants process, 21 nonprofit organizations were selected to receive more than $1 million in grant funding in FY 2021:

  • A Place To Be ($70,924)
  • Brain Injury Services ($42,752)
  • Bringing Aid to Women’s Shelters ($21,515)
  • Catholic Charities of the Diocese of Arlington ($104,929 )
  • Community Foundation for Loudoun and Northern Fauquier Counties ($60,859)
  • Crossroads Jobs ($29,628 )
  • Dulles South Food Pantry ($25,966)
  • Friends of Loudoun Mental Health ($24,343 )
  • INMED Partnerships for Children ($94,966 )
  • Insight Memory Care Center ($20,067 )
  • Legal Services of Northern Virginia ($68,263 )
  • Loudoun Cares ($5,429 )
  • Loudoun Habitat for Humanity ($27,947)
  • Loudoun Hunger Relief ($113,00)
  • Loudoun Literacy Council ($80,672)
  • Northern Virginia Family Service ($29,424)
  • Piedmont Dispute Resolution Center ($23,214)
  • The Chris Atwood Foundation ($57,831)
  • The Ryan Bartel Foundation ($48,182)  
  • Windy Hill Foundation, Inc. ($62,571)
  • Women Giving Back ($75,939)

Seven organizations will receive a total of $35,000 in mini-grant funding, which helps smaller organizations build capacity or support small-scale innovative ideas or projects. Those organizations, each of which were awarded $5,000 mini-grants, are: 

  • Help for Others, Inc.
  • Loudoun Commission for Women and Girls
  • Loudoun Therapeutic Riding
  • Loudoun Wildlife Conservancy
  • Loudoun Youth, Inc.
  • NOVA Diaper Bank
  • The Fenwick Foundation

For the competitive and mini-grant processes, a total of 52 nonprofit organizations submitted applications, requesting over $2.4 million for FY 2021 funding consideration. Twenty-eight organizations received funding. More information about the funding process is online at
