[ARCHIVED] Loudoun County Initiates COVID-19 Impact Fund Project

On May 13, 2020, the Loudoun County Board of Supervisors approved the COVID-19 Impact Fund program, which will provide funding for eligible nonprofit organizations to address the needs of low- to moderate-income households.

The county will be distributing Community Development Block Grant (CDBG) funding to support projects or activities that help families and individuals prevent, prepare for and respond to COVID-19. The program will be funded using approximately $310,000 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act CDBG allocation through an online competitive application process.

To be eligible, organizations must be a 501(c) (3) tax-exempt organization and serve Loudoun residents or deliver service hours to Loudoun residents. When the applications are scored, points are awarded based on the percentage of client served who are Loudoun residents.

Additionally, the nonprofit organization must have a physical presence in Loudoun County or be located within reasonable proximity to Loudoun County and must have been in business for at least two years. 

Eligible organizations are those that serve families and individuals with incomes at or below 80% of the Area Median Income (AMI). In 2020, 80% of the AMI for a household of four is $100,800. 

The organization’s proposed project or activity must:

  • Occur within Loudoun County and/or directly serve Loudoun County residents;
  • Address one or more of the three U.S. Department of Housing and Urban Development national objectives; such as providing a primary benefit to low- and moderate-income persons, aiding in the prevention or elimination of blight or addressing an urgent community development need; and
  • Help prevent, prepare for and respond to COVID-19 through life-sustaining activities.

May 15: Virtual How to Apply Workshop

This online workshop virtual workshop, scheduled for 9:00 a.m. Friday, May 15, 2020, will help applicants learn how to apply for the program. Instructions for joining the workshop are online at loudoun.gov/CDBG. For more information about the workshop, email Sandra Berrios.

May 18 - 22: Online Application Period

The program application will be available online beginning Monday, May 18, 2020, at loudoun.gov/CDBG. Applications must be submitted no later than 5:00 p.m., Friday, May 22, 2020. Late applications will not be considered for funding. No exceptions will be made to this requirement.
