[ARCHIVED] Loudoun County Flag to be Lowered in Honor of Fred Howard

Loudoun County Board of Supervisors Chair Phyllis J. Randall has ordered the Loudoun County flag lowered to half-staff at the Loudoun County Government Center in honor of former Clerk of the Circuit Court Frederick R. Howard, who died October 25, 2020, at the age of 91. The Loudoun County flag will be lowered from dawn on October 29, 2020, until dusk on October 30.

Howard worked for nearly 30 years in the Office of the Clerk of the Circuit Court, serving as Clerk of the Circuit Court from 1979 until his retirement in 1991. During his tenure, he represented Loudoun County on the state and national level as an officer and historian of the Virginia Court Clerk's Association and a member of the International Association of Clerks, Recorders, Election Officials and Treasurers. 

The Clerk of the Circuit Court serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.

In addition to his involvement in many community organizations and events, Howard also served on the Leesburg Town Council and was a veteran of the U.S. Air Force.

A memorial service is scheduled for 3:00 p.m., Saturday, November 7, 2020, at Leesburg Community Church, 835 Lee Avenue SW in Leesburg.
