[ARCHIVED] Victims get Justice – NAACP gets Scholarships

The Loudoun Commonwealth’s Attorney’s Office announced that the Commonwealth v. Raymond Deskins case has been dismissed pursuant to the entry of an accord and satisfaction agreement between the victims, Patricia Razeghi and Kathy Beynette, and Mr. Deskins. Mr. Deskins was charged with committing an assault and battery against Ms. Razeghi by intentionally charging at and coughing in the face of Ms. Razeghi.

The case was prosecuted by Buta Biberaj, Commonwealth’s Attorney for Loudoun County. During trial preparation, the victims - Ms. Razeghi and Ms. Beynette – were informed of the court process. As part of the conversation, various aspects of restorative justice were discussed. Ms. Razeghi and Ms. Beynette were informed that, as the victims in a misdemeanor case, they could unilaterally propose resolution ideas to the prosecutor for consideration. 

On the initial trial date, February 17, 2021, Ms. Razeghi, Ms. Beynette and Ms. Biberaj met with Mr. Charles King, legal counsel for Mr. Deskins, and fashioned a resolution in the case that included a two-year protective order prohibiting Mr. Deskins from having contact with either Ms. Razeghi or Ms. Beynette, and that Mr. Deskins donate $3,000.00 to the scholarship fund of the Loudoun Chapter of the NAACP. On March 11, 2021, the parties presented an agreement to dismiss the criminal case against Mr. Deskins based on the funds being received by Pastor Michelle Thomas of the Loudoun Chapter of the NAACP. Both Ms. Razeghi and Ms. Beynette were pleased that a long-term benefit would be provided to the community as a result of this agreement.

Biberaj stated; “When it is safe and appropriate to do so, we wholeheartedly endorse empowering our victims to engage in resolution agreements that allow them to decide what safety and justice means for them. In this case, Ms. Razeghi and Ms. Beynette were in control of the outcome and it was cathartic for them to see Mr. Deskins held accountable, to feel safe once the protective orders were entered, and for scholarships to be supported by funds from Mr. Deskins. Today was a successful day for Loudoun County. I am very proud of our heroes – Ms. Razeghi and Ms. Beynette for creating an excellent solution.”
