At its business meeting July 6, 2021, the Loudoun County Board of Supervisors directed staff to develop a work plan to implement changes to the Confederate and Segregationist symbols already submitted by the public and to remove the name of Kephart Bridge Landing. Staff from the Department of Parks, Recreation, and Community Services was directed to submit a new name for the landing.

In September 2020, the Board had directed staff to prepare an informational inventory detailing the symbols and their locations honoring or memorializing Confederate and segregationist figures or history in Loudoun County. After researching the names of Loudoun County-owned facilities, staff highlighted Kephart Bridge Landing, a canoe and kayak launch facility located within Elizabeth Mills Riverfront Park and accessed from Riverpoint Drive in the Lansdowne community located in Leesburg.

The Department of Parks, Recreation and Community Services is initiating the public participation process to rename Kephart Bridge Landing. Anyone interested in proposing a name for the canoe and kayak launch should submit their recommendation by email to prcs@loudoun.gov. The deadline for submissions is Friday, Sept. 3, 2021. The submittals will be reviewed by the Parks, Recreation and Open Space Board Sept. 9, 2021, with recommendations to the Board of Supervisors Sept. 21, 2021.
