[ARCHIVED] Draft Redistricting Plans Available for Public Review

Members of the public are invited to view and comment on a set of draft plans that have been submitted for consideration as part of Loudoun County’s local redistricting process. The 20 plans available for review were developed by staff, members of the public and board members.

An online viewer provides access to all submitted plans; users can compare plans to one another and evaluate how each plan addresses the Board of Supervisors’ adopted 2021 redistricting guidelines, which are available at loudoun.gov/redistricting. Residents are encouraged to view the plans and other useful maps and data on the county’s Redistricting Hub. A comment form can be used to provide feedback on specific plans or submit general comments about the redistricting process.

The county’s Office of Mapping and Geographic Information is continuing to evaluate these plans against components of the 2021 redistricting guidelines, including identifying plans with proposed district boundaries that impact the boundaries of existing precincts. 

Boundaries that follow census blocks other than existing precinct lines will need to be reviewed for compliance with legal requirements, the impact of state district lines to precincts and the potential need to re-establish existing precincts to ensure adequate polling places. 

The Board of Supervisors is expected to narrow down the number of potential plans at its meeting on January 18, 2022, and then refer a short list of plans to staff for further evaluation and refinement. Mapping staff will assess each plan’s impacts on Communities of Interest (groups of people who would benefit from being in a single district) and will analyze how policy areas overlay with proposed plans. The Board will review the plans again in February and select a single redistricting plan in March that will be forwarded to a public hearing in May.

The local redistricting process determines how neighborhoods and communities are grouped together into a district for purposes of electing members to the Loudoun County Board of Supervisors and School Board. By making sure districts have approximately the same number of people, redistricting can help to ensure residents have equal representation on the Board of Supervisors and School Board. It also affects for whom residents vote and where they vote, based on how the local electoral boundaries are drawn.
