[ARCHIVED] Utility Work at Intersection of North and Church Streets in Leesburg Scheduled to begin Feb 28

As part of Loudoun County’s new courthouse construction project, construction crews will be performing utility work at the intersection of North Street and Church Streets NE in Leesburg in two phases from Tuesday, February 28 through Friday, March 10, 2023. During this time, residents can expect lane closures, delays and noise associated with the construction. Additionally, due to work activity at the south end of Rotary Park, access to a portion of Rotary Park will be closed from February 28 through March 10. 

February 28 through March 2

From Tuesday, February 28 through Thursday, March 2, 2023, work is scheduled to take place from 7:00 a.m. until 5:00 p.m. at the intersection of North and Church Streets NE. To complete this work, one lane of traffic will be closed to vehicular and pedestrian traffic at the intersection. 

March 5 through March 10

Overnight utility work is scheduled from Sunday, March 5 through Friday, March 10, 2023, from 7:00 p.m. until 7:00 a.m. During this period, the entire intersection will be closed at North Street NE and Church Street. Drivers and pedestrians should use extra caution when traveling through the area and follow directions from the posted signs and road crews. View a detour map for the affected area (PDF)

Courthouse Complex Expansion Project

This construction is part of the Loudoun County Courthouse Complex expansion project that includes the design and construction of the new 92,000-square-foot Loudoun County District Courthouse and renovation of existing courts facilities, including new parking facilities. Work to install drywall, door frames and window glazing is complete on all levels. Permanent power for the new building has been established, and crews have installed the elevators and are painting interior walls.  

On the outside of the building, Church Street NE remains closed between Market and Cornwall Streets, which restricts vehicular and pedestrian traffic while crews work to complete the installation of dry utilities. Construction of an underground tunnel that connects the new courthouse to the existing courthouse has been completed. 

Planning is underway for the start of the existing courthouse renovation associated with the new tunnel. Construction of the new courthouse is expected to be complete and open to the public later this year.

Visitors to the Loudoun County Courthouse Complex continue to have access to free parking throughout the duration of the project at the Pennington Lot and Pennington Garage, which are located approximately two blocks from the courthouse near the intersection of Church and North Streets, NE.
