[ARCHIVED] Loudoun Plans Park, Recreation Center and Library on Property Near Purcellville

During its March 21, 2023, meeting, the Board of Supervisors voted unanimously to approve the relocation of the park facilities that were previously proposed at the Fields Farm Park within the Town of Purcellville to a new, county-owned, 143-acre site located just west of the town. In addition, the Board designated the property as the future site of the Western Loudoun Recreation Center and a new Purcellville Library. The county also will initiate a water and wastewater feasibility study for the property, which Loudoun County is in the process of purchasing. 

The recently identified parcel is significantly larger than the previously proposed park site on county-owned property within the Town of Purcellville, which will allow the county to construct the park as well as other county facilities in the same location. 

The design phase for the future Western Loudoun Recreation Center is scheduled to begin in fall 2023. The center is currently planned to include a broad range of amenities for the community, including meeting and multipurpose rooms, a gym, fitness center, aquatics center, and other recreation and activity features. The features will be further developed through a series of public input sessions with community stakeholders.  

The park project is currently proposed to include up to 10 lighted athletic fields with seating, picnic pavilions, pickleball courts and playgrounds. Other public amenities may include concessions facilities, other outdoor courts, offices and meeting rooms.

The property is located approximately one-quarter of a mile from Franklin Park and will be connected by the future Franklin Park to Purcellville Trail. This parcel also provides some of the land for the Franklin Park to Purcellville Trail extension project.

The recreation center and park are currently proposed in the county’s Capital Improvement Program (CIP) and scheduled to be constructed within the next six years. The library project is not yet programmed in the six-year CIP but is identified for future fiscal years. Additional information about future facilities is included in the current CIP, which is posted at loudoun.gov/budget.

The Board previously authorized the purchase of the land near Purcellville for $6,859,902. The purchase agreement was executed in February 2023 and provides for a due diligence period through June 1, 2023. The county anticipates closing on the purchase of the property in June.
