  3. Charlotte Powell was last seen by her family in July of 1987. Her skeletal remains were found in the woods near the gas and power lines of of Route 653 (Shreve Mill Road) on December 8, 1987. It is believed she was raped and murdered. She was 27-years-old at the time of her murder. Charlotte live in Pennsylvania and was known to hitchhike. She may have traveled in Maryland, DC and Virginia. She was described by her mother and sister as a free spirit.
