The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified contractor to provide road and safety improvements for three road segments so they can be accepted by the Virginia Department of Transportation (VDOT) and incorporated into the VDOT maintained road system.  All work will be done in accordance with Loudoun County Ordinances and the latest version of the VDOT Road and Bridge Specifications.

1.1 West Poplar Road

The project is located in the Sterling Election District with the project limits being South Sterling Boulevard to the south and Greenthorn Avenue to the north, the project corridor is approximately 2,600 feet in length. The purpose of the improvements is to convert an existing two-way roadway into a one-way roadway to improve circulation on the roadway including issues related to congestion around the Guilford Elementary School. This project will provide one-way signs and modifications to existing pavement markings to create a dedicated one-way roadway northbound. The project will also include fire lane curb markings and no-parking signs on the west side of the roadway. The awarded Contractor will submit a VDOT land use permit application and pay the bond fee for the permit. Once the application is approved by VDOT, the permit will be assigned by VDOT. The Contractor shall be responsible for posting temporary no parking signs two (2) weeks in advance of the anticipated begin construction date and shall remain posted throughout the duration of construction. This temporary signage work will occur after Notice of Award, but potentially prior to Notice to Proceed on the construction activities is given. The Substantial Completion date for this portion of the work will be August 14, 2019.

1.2 Russell Branch Parkway at Navajo Drive and Ashburn Village Boulevard at Pavilion Parkway Pedestrian Improvements

This portion of the project involves installing new pavement markings, signage, and a median refuge (Navajo Drive only) at the intersections of Navajo Drive at Russell Branch Parkway and Pavilion Parkway at Ashburn Village Boulevard. The project is located in the Ashburn Election District with the project limits being the intersections aforementioned. The purpose of the improvements is to improve pedestrian safety in crossing Russell Branch Parkway at Navajo Drive and Ashburn Village Boulevard at Pavilion Parkway by installing high visibility crosswalks, pedestrian flashing beacons, improved pedestrian signage, and at the Navajo Drive intersection- to extend and modify the existing median nose to allow for a pedestrian median refuge. The awarded Contractor will submit a VDOT land use permit application and pay the bond fee for the permit. Once the application is approved by VDOT, the permit will be assigned by VDOT. The Substantial Completion date for this portion of the work will be September 18, 2019.
