Description:

The intent of this Request for Proposal (“RFP”) is for the County of Loudoun, Virginia (“County) to obtain proposals from a qualified Consultants to provide roadway and civil design services, and construction support services for Westwind Drive/Ladbrook Drive from Loudoun County Parkway (Route 607) to Old Ox Road (Route 606). This project begins at the intersection of Loudoun County Parkway with Westwind Drive (VA Route 1276) and extends south approximately 6,300 ft. to Route 606 at the intersection of Old Ox Road (Route 606) and Ladbrook Drive (VA Route 1276). A portion of Westwind Drive is existing from Loudoun County Parkway to the intersection with State Place, this segment needs to be modified to meet the design requirements and a traffic signal is needed at the intersection with Loudoun County Parkway; the roadway segment south of State Place to the intersection with Ladbrook Drive will be new construction; the existing segment of Ladbrook Drive to Route 606 needs to be widened to meet design requirements. The project will require a bridge of significant length over Broad Run. With regards to the Revised 2010 Countywide Transportation Plan, this portion of roadway shall be designed for the ultimate condition of 40 mph, but with an urban section median divided with a total of four (4) lanes (U4M) ultimate condition. The Consultant shall work with various entities, including but not limited to affected property owners, developers, Virginia Department of Transportation (VDOT), as well as the County to develop an alignment with access points that are acceptable to all stakeholders as well as maintain the needed functionality and mobility of an urban minor arterial street system. An alignment concept study was prepared for this section of Westwind Drive/Ladbrook Drive in 2016 and is included as Attachment 1.

Anticipated funding for the project include federal, state, regional and local sources, including Smart Scale®, general obligation bonds, and local tax monies. As a result, this project is required to follow the criteria and procedures set forth in VDOT’s Locally Administered Projects (LAP) Manual. This includes, but is not limited to preparing, submitting and retaining all documentation required by VDOT for the LAP process, as well as assisting the County with any audits conducted by the state regarding this project. Additionally, the Consultant shall perform all work in compliance with federal guidelines, including, but not limited to, the National Environmental Policy Act (NEPA). Work shall include performing all necessary environmental studies, holding public hearings, and obtaining all necessary clearances and approvals from both federal and state agencies involving the NEPA process.

This scope includes the following services: project inception, field and utility surveys and base mapping, environmental/historic/cultural resource issues, wetland delineation and associated permitting, preparation of a NEPA document, floodplain studies and permitting, site permitting, traffic/warrant studies, geotechnical studies/pavement design, design of roadway and associated appurtenances, development of centerline plan and profile and associated construction drawings, design of erosion/sediment control plans, design of stormdrain/stormwater management structures, design of culverts and/or bridges, intersection layout and design, signal design, signage and striping layout, development of a transportation management plan and maintenance of traffic (MOT) plans, utility company coordination/relocation, preparation of right of way plats, approvals of all review agencies, development of bid documents and cost estimates, public meeting support, and construction coordination. The Consultant shall address all comments and be prepared to resubmit the drawings for preliminary approval as needed. At the completion of the project, the Consultant shall turn over all files and reports to the County’s Dept. of Transportation and Capital Infrastructure.

This project is a Virginia Department of Transportation (VDOT) approved and Locally Administered Project with certain VDOT guidelines involving Disadvantaged Business Enterprises (DBE) requirements, Small, Women and Minority (SWaM) businesses utilization and other various forms and records. Work shall include all necessary environmental/cultural resource studies, holding public hearings, as well as obtaining all necessary clearances and approvals from both federal and state agencies with regards to the NEPA process. It is anticipated that the level of NEPA documentation for this project will be an Environmental Assessment (EA). Additional information can be found below in Section 5.0, entitled Scope of Services. Any modifications to the level of NEPA documentation for this project will be disclosed, via Addendum, by the County.
