Monica Spells oversees the Departments of Animal Services, Community Corrections, Family Services, Health and Mental Health, Substance Abuse and Developmental Services and the Office of Health Information Safeguards and Accountability. She serves as the liaison to the Juvenile Court Service Unit, and Virginia Cooperative Extension - Loudoun.
