County Closures & Operating Status

Loudoun County Government is practicing social distancing in county facilities and other measures that help limit the spread of germs, including COVID-19. As a result, how the county delivers services may be adjusted to accommodate these necessary public health precautions. 

We encourage you to access the county’s online services and to limit visits to county facilities to only those that are necessary. 

Before visiting any county building, please review operational changes below. Face coverings are required in all county facilities.

801 Sycolin Road 

  • Access will be limited to employees only who have electronic key cards and fobs.
  • Anyone without authorized access will need to call the main numbers for the departments in the building to request access:

    • Office of Emergency Management at 703-737-8200
    • Department of General Services at 703-777-5552
  • The first floor Credit Union is operating by appointment only, call 703-777-4744, ext. 302.

Animal Services

  • Dispatch call hours are now 8:00 a.m. to 6:00 p.m. Monday through Friday, and 8:30 a.m. to 5:00 p.m. Saturday and Sunday.
  • Adoption hours are 11:30 a.m. to 5:00 p.m. Face coverings are required to enter the shelter and view animals. Read details on the process.
  • Business hours remain 8:30 a.m. to 5:00 p.m.
  • All shelter tours and humane education activities will be scheduled on a case by case basis. 

Building and Development

  • The department’s lobby areas at 1 Harrison Street, Leesburg, are closed to the public until further notice. In-person services are not offered at this time. 
  • All of the department’s services will continue to be provided during normal operating hours, Monday - Friday, 8:30 a.m. - 5:00 p.m.  Customers may contact the department 703-777-0220, email or Loudoun Express Request.
  • Completed permit and land development applications can be submitted online or be left at the drop box in the first floor lobby of the Government Center between 8:30 a.m. and 5:00 p.m. View details of the process.

  • In-person inspections have resumed. Customers may continue to schedule inspections through the Web Automated Inspection Request System (WAIRS).

County Attorney

  • The office lobby at 1 Harrison St., Leesburg is closed to the public, except by appointment, until further notice.
  • To make an appointment, or answer inquiries, staff are available by phone 703-777-0307 or by email, Monday through Friday 8:30 a.m. - 5:00 p.m.
  • A designated drop-off area for documents is located in the first floor lobby of the Government Center.  

Courts

Circuit Court

General District Court

  • As of May 18, 2020, the General District Court has resumed hearing non-emergency matters in person.
  • Those who need to visit the courthouse will be assessed for possible COVID-19 risk and screened for elevated temperature. Cloth face coverings will also be required for admittance to the courthouse. Courthouse visitors must comply with physical distancing requirements.

Juvenile & Domestic Relations Court

  • As of May 18, 2020, the Juvenile and Domestic Relations Court resumed hearing non-emergency matters in person.

Clerk of the Circuit Court

  • Essential services are by appointment only from 10:00 a.m. - 3:00 p.m. daily. 
  • Information regarding requesting an appointment for essential services such as probate, marriage licenses, notary commissions and concealed handgun permits is available at loudoun.gov/clerk.
  • As of October 5, 2020, the Historic Records and Deed Research Division is open for appointments only.
  • Drop-off boxes for legal papers related to deed recordings, civil court cases, criminal court cases and other legal matters are available in the hallway outside of the Clerk’s office from 8:00 a.m. - 4:00 p.m. each business day.
  • Public kiosks for criminal and civil digital records are closed; for case file information, visit the Virginia Court Case Information website.

Detention Centers

Adult Detention Center

The Loudoun Adult Detention Center has implemented measures to ensure the health and well-being of the facilities inmates, staff and visitors.

  • Loudoun County medical contractor has increased the observation and assessment of all incoming inmates entering the facility.
  • Onsite video visitation is canceled – Tablet video visitation continues for friends and loved ones. All inmates have access to these tablets.
  • All volunteer programs in the facility have been postponed to protect staff and inmates at the facility until further direction from the CDC.
  • Inmates will still have privilege to meet their attorney in the non-contact visitation booths.
  • All tours of the facility are canceled.

Juvenile Detention Center

  • All visitation is suspended until further notice.

Elections and Voter Registration

  • Appointments are required for any business other than absentee voting or voter registration until further notice. Call 703-777-0380 or email
  • For in-person absentee voting at the Office of Elections and Voter Registration, 750 Miller Drive SE, Suite C in Leesburg, only curbside absentee voting will be offered. Signs will direct voters to contact election officials upon arrival.
  • For in-person voter registration, applications will be available in the lobby and can be completed on-site and dropped off. Voters will not be permitted into the office.

Family Services

  • The DFS Office located at the Shenandoah Building (102 Heritage Way, Leesburg) is open for walk-in appointments from 8:30 a.m. to 12:00 p.m., Monday through Friday. 
  • The DFS Office located at the Eastern Family Services Center (21641 Ridge Top Circle, Sterling) is open for walk-in appointments from 8:30 a.m. to 12:00 p.m., Monday through Friday. 
  • Staff will also be available by phone or appointment, Monday-Friday, 8:30 a.m. – 5:00 p.m. For assistance, call Information and Referral at 703-777-0420.
  • To apply for public assistance, such as Medicaid, SNAP, TANF, LTC, Childcare Subsidy, visit commonhelp.virginia.gov or call 1-855-635-4370.
  • For questions about your public assistance case, contact your Public Assistance Eligibility Worker. Documents can be emailed.
  • For help finding childcare, visit vachildcare.com, call 1-866-KIDS-TLC, or email.
  • To apply for unemployment benefits, visit vec.virginia.gov or call 1-866-832-2363.

Fire and Rescue

  • Public access to the Loudoun County Fire and Rescue headquarters at 801 Sycolin Road has been discontinued. Anyone without authorized access to the building must call 703-777-0333 to make arrangements prior to your arrival. 
  • All Fire and Rescue stations and facilities are closed to the public unless emergency care or assistance is required. Donations of food and personal protective items are not being accepted at the stations. Find information on how to make donations

Government Center

  • In-person services on floors 2-5 will be discontinued, except by appointment only. Essential services will continue to be provided with modified conditions on the first floor of the Government Center.
  • The first floor customer service counters for the Commissioner of the Revenue and Office of the Treasurer remain open with social distancing measures in place.

Health Department 

  • The Leesburg Clinic (102 Heritage Way, Leesburg, VA 20176) is not accepting walk-ins until further notice. Call 703-777-0236 to make an appointment.
  • Tuberculosis (TB) testing is not being provided at the Leesburg Clinic (102 Heritage Way, Leesburg, VA 20176) or the Ashburn Clinic (45201 Research Place, Ashburn) until further notice.
  • The department’s lobby areas at the Government Center (1 Harrison Street, Leesburg) are closed to the public until further notice.
    • A designated drop-off area for documents is located in the first floor lobby of the Government Center.  

Human Resources 

  • The Human Resources drop-off box in the lobby of the government center is checked daily, Monday - Friday
  • Human Resources staff is available by phone, 703-777-0213, Monday-Friday 8:30 a.m. to 5:00 p.m. and email.
  • The department’s office in the government center is open Monday- Friday for employee walk-ins, 8:30 a.m. - 5:00 p.m.

Juvenile Court Service Unit

  • The Ashburn location (45201 Research Place) is closed until further notice.
  • The Leesburg location (18 East Market St.) is open for emergency walk-ins and scheduled appointments.

Mapping and Geographic Information

  • The office lobby at 1 Harrison Street, Leesburg is closed to the public until further notice.

Mental Health, Substance Abuse and Developmental Services (MHSADS)

  • Same Day Access is now being offered via tele-health. Call 703-771-5155 Monday-Friday, from 9:00 AM to 2:00 PM, to begin the process.
  • Behavioral Health Outpatient is contacting individuals to address appointments.
  • MHSADS clinics at Shenandoah Office Building (102 Heritage Way, Leesburg) and at the Eastern Loudoun Service Center (21641 Ridge Top Circle, Suite 210, Sterling) will shorten operational hours to 8:30 am to 5:00 pm Monday through Friday until further notice.
  • If you are experiencing a behavioral health crisis, Emergency Services are available 24 hours daily, seven days per week at 703-777-0320.

Parks, Recreation and Community Services (PRCS)

Planning and Zoning

  • Walk-in service is suspended until further notice.
  • The Customer Service Center is available by phone 703-777-0246 (option 5), LEx, or email, 8:30 a.m. - 5:00 pm, Monday through Friday.
  • Designated drop-off and pick-up areas are located on the first floor of the Government Center for:
    • Plans and application submissions
    • Deliveries from FedEx, UPS, and couriers
    • Referrals from Building and Development

  • Potential delays in legislative land development application reviews may occur.
  • Electronic submissions of applications are encouraged.
  • In-person Pre-Application meetings will not be held, but will be held by conference call or online meeting.

Procurement

  • Walk-in service is suspended until further notice.
  • Bids and Proposals should be left in the designated drop-off area in the first floor Government Center.

Sheriff’s Office

  • In-person services has been suspended for the LCSO Records Section (803 Sycolin Road, Leesburg). 
  • Most services remain available by phone at 703-777-0629 or by email
  • Residents can obtain copies of accident reports and offense report summaries through email.
  • Fingerprinting has been suspended at all locations.

Transit 

  • Commuter Bus Service: reduced or suspended service on all routes.
  • Metro-Connection: reduced or suspended service on most routes.

Transportation and Capital Infrastructure

  • The Department of Transportation and Capital Infrastructure offices (101 Blue Seal Drive, Leesburg) are closed to walk-in customers until further notice.
  • Members of the public may contact DTCI for an appointment by phone, 703-777-0396, or by email. 

Workforce Resource Center

  • Starting Monday, August 17, the Loudoun Workforce Resource Center will be accepting appointment requests for the following limited in-person job search services:  
    • Access to computer stations and office equipment for self-directed job search, resume writing software, and pre-employment testing.
    • Meeting room reservation to participate in a virtual job interview.
    • Workforce Innovation & Opportunity Act (WIOA) eligibility determination/enrollment.
  • Employers may also reserve meeting space to conduct candidate interviews or employee onboarding. Consultation appointments to discuss job openings/recruitment needs are also offered.  

  • To request an appointment, please call 703-777-0150 (select option #1). Staff will ask questions to understand your needs and then schedule an appointment accordingly.  Appointments are for a maximum of 1 hour and are limited to no more than two appointments per week. Customers are encouraged to continue using our virtual services whenever possible.
