Interested in Becoming a Landlord in the HCV Program?

Renting to a Housing Choice Voucher (HCV) participant is similar to renting to any other tenant. Property owners will need to screen prospective voucher holders for suitability as they would any other potential tenant, ask for a security deposit, collect rent and enforce the provisions of their lease including settling disputes with tenants and evicting those who violate their lease.

Standards

The unit must pass the program’s National Standards for Physical Inspection of Real Estate (NSPIRE) and be approved by the Public Housing Agency (PHA) prior to a landlord entering a contract with the Loudoun County Department of Housing and Community Development. The unit must be maintained based on those standards as long as the owner receives housing assistance payments. In addition, the landlord is expected to provide the services agreed to as part of the lease signed with the tenant and the contract signed with the PHA.

Registration / Marketing / Forms

Owners can market their property to Housing Choice Voucher holders by registering it in the Virginia Housing search website or by completing this listing form.

Advertisements in area newspapers and social media are also suggested.

Once you choose to rent the unit to a Housing Choice Voucher client you will need to submit the following forms to the client's housing counselor. You may also send them by email.
