Local Application Process for Virginia DHCD's 2024-2026 Virginia Homeless Solutions Program is Underway

Nonprofit organizations serving Loudoun County residents are invited to apply for grant funding provided by the Virginia Department of Housing and Community Development (DHCD) through the Homeless and Special Needs Housing (HSNH) Virginia Homeless Solutions Program (VHSP). The VHSP aims to facilitate the development and implementation of localized emergency crisis response systems characterized by housing-focused, coordinated, community-based activities. 

The application process is a competitive one in which the Loudoun Continuum of Care (CoC) receives sub-applications that are reviewed, scored and ranked to be included in the final submission. Eligible project types include outreach, coordinated entry system, targeted prevention, emergency shelter operations, and rapid re-housing. 

Eligible Grantees 

The local application is open to all nonprofit organizations serving Loudoun County residents. Eligible applicants must: 

• Be an active member of the Loudoun Continuum of Care (CoC). 
• Be an organization that is current on Form 990 filings with the Internal Revenue Service. 
• Be registered in Virginia DHCD’s Centralized Application and Management System (CAMS) and submit required financial documents.
• Have established standard accounting practices including internal controls, fiscal management accounting procedures, cost allocation plans, and reliable tracking methods for organizational and program budgets by revenue sources and expenses.

Important Dates 

• February 13 & February 16, 2024, 11:00 – 12:00 p.m. - How to Apply Webinars 
• February 16, 2024, 12:00 p.m. - Letter of Intent to apply due to the Loudoun CoC. The letter should include the intended project and estimated number of households to be served. The letter is not a commitment to apply and is not binding. The letter should be send via email. 
• Friday, March 8, 2024, 11:59 p.m. - Local application due to Loudoun CoC. Receipt of application is determined by the date/time the email is received. 
• Friday, March 18, 2024 – Applicants notified of scoring and ranking results. 
• April 5, 2024 – Collaborative Application due to Virginia DHCD.
