Description:

The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified general contractor (GC) to construct the major renovation of the Sterling Community Center, located at 120 Enterprise Street, Sterling VA 20164, and the demolition and parking lot construction at 150 Enterprise Street, Sterling VA 20164. Parcel ID numbers 022-26-9101-000 and 022-16-8176-000 (collectively, the “Project”).

The Sterling Community Center, 120 Enterprise, is a 1970’s masonry building of approximately 18,000 sf. It is a split-level, single story building that will be raised to one contiguous level. The existing gymnasium will be expanded on two sides and will receive a new, higher roof structure. The renovated building will include a public lobby, teen recreation area, gym, fitness room, computer room, kitchen, classrooms, administrative space, and art room. The work involves storefront and glazing, exterior brick and metal panel, membrane roofing, folding partitions, vertical folding overhead door, geothermal wells, mechanical, electrical, and plumbing, millwork, low voltage, audio visual, fencing and other typical materials of new single story construction. 120 Enterprise Street may have minor asbestos and lead paint materials to be abated prior to renovation, see Specification 02 30 10 – Hazardous Material Survey and Abatement specification and ECS Asbestos-Containing Material and Lead-Based Paint Survey dated May 14, 2019.

There is an existing playground which shall remain open and in use by the public throughout construction. The existing building at 150 Enterprise Street will house Loudoun County Parks, Recreation and Community Services (PRCS) staff and temporary services for the Sterling Community Center while renovation occurs at 120 Enterprise Street. Pedestrian access and some parking must be accessible for the public to this building throughout construction.

Project Timeline. This project will be completed in three phases. The duration of Phase 1 is 390 calendar days and includes the renovation of 120 Enterprise Street through to substantial completion and issuance of the temporary certificate of occupancy. After the completion of Phase 1 there will be a 30 calendar day period to accommodate the relocation of personnel and equipment from 150 Enterprise Street to the renovated Sterling Community Center located at 120 Enterprise Street. The duration of Phases 2 and 3 is 120 calendar days and includes mechanical roof top unit and lighting salvage operations and subsequent demolition of the 150 Enterprise Street building, completion of storm water structures, and construction of the new parking lot and vehicular entrance to the site from Enterprise Street as depicted in the contract documents. 150 Enterprise Street may have minor asbestos and lead paint materials to be abated prior to demolition, see ECS Asbestos & Lead-based paint survey, dated August 19, 2016.

The Contractor must obtain prior approval from the County to Work during the 30 calendar day period between Phases 1 and Phases 2 and 3. Total project duration is 540 calendar days.

Project Milestones:
  • Substantial Completion of Phase 1; 390 Calendar Days after the date of the Notice to Proceed.
  • Substantial Completion of Phases 2 & 3; 540 Calendar Days after the date of the Notice to Proceed.
  • Final Completion; 30 Calendar Days after Substantial Completion.

 The project will utilize geothermal ground source heating and cooling. This project is registered with USGBC as a LEED project and the Contractor will be required to have a LEED Accredited Professional on staff and to comply with LEED requirements per the documents as well as properly document compliance with these requirements through the LEED template online process. This is for all construction phase templates as described in the project specifications.

Lastly, the County will require the Contractor awarded this Project to use e-Builder Construction Program Management Software. The County will purchase two (2) licenses for the Contractor’s use and will provide training for the Contractor to ensure proficiency as recommended by e-Builder. The license and training will be provided to the Contractor at no cost and prior to the issuance of Notice to Proceed. Further training due to a lack of proficiency will be the responsibility of the Contractor.

The e-Builder Construction Program Management Software will be utilized for all Project management documentation and correspondence, including but not limited to: RFI’s, submittals, meeting minutes, pay applications, proposed change orders/change orders, close-out documentation, etc. Contact e-Builder for further information at www.e-builder.net or 1-800-580-9322.

Pre-Bid Conference:
A Pre-Bid Conference will be held at the project site, 120 Enterprise Street, Sterling, Virginia 20164, PIN 022-26-9101, and PIN 022-16-8176, on August 21, 2019 at 10:00 a.m. for clarification of any questions on the Project scope of work, specifications, and site conditions. Inspection of the site will be included in the Pre-Bid Conference.

Please note: Bidders will only have two opportunities to inspect the Project site, at the Pre-Bid Conference on August 21, 2019 and at the Site Inspection scheduled for August 28, 2019 at 1:00 p.m.
