Fiber to Unserved Residents

Loudoun County is working in partnership with All Points Broadband to help fund construction of a fiber-to-the-home broadband network to bring internet access to approximately 8,600 unserved residents and businesses in rural parts of Loudoun. A grant from the Virginia Telecommunication Initiative (VATI) will support construction of the fiber network.

November 2022 Update

Residents and businesses in areas of Loudoun that are part of the county’s Virginia Telecommunications Initiative (VATI) broadband project with All Points Broadband might see crews working in early 2023. Preliminary planning, permitting and other less visible activities are underway now, with fiber installation on utility poles expected to begin the first quarter of 2023. Completion of all connections is expected to take 24-30 months.

Location Eligibility

  • Approximately 8,600 addresses are included in the project.
  • If an address is currently served by another wired provider (such as Verizon or Comcast) today, it is not eligible for this project.

Project Timeline

  • Service availability will be rolling and is expected to take 24–30-months after the start of construction to deliver service to all 8,600 addresses. 
  • Service availability may not be linear. 
  • Loudoun County and All Points Broadband will not be able to determine exactly when service will be available to specific addresses or neighborhoods. 

Service Details

  • All Points Broadband will notify residents and businesses through their marketing channels leading up to service availability.
  • The monthly price of service is expected to be similar to what is offered from other cable and fiber-optic internet service providers. Final pricing will be established before construction begins and will be communicated to interested customers.
  • Most installations will be above ground and will follow the path of the existing electric service.
  • No resident or business in the project area is required to adopt this service for their property.
  • A 12-month commitment from service turn up is required to purchase service.
  • Loudoun County Government is not responsible for providing broadband services, does not collect broadband service fees, and has no authority to determine or revise fees set by service providers. 

Project Background

The county submitted the grant application on September 13, 2021.

The application was one of 57 from localities across Virginia. The county provided $12.425 million of American Rescue Plan Act funding as the local funding match. Loudoun County will serve as the grant administrator and All Points Broadband will be responsible for constructing the network and providing service to individual addresses.

Virginia Department of Housing and Community Development (DHCD) Line Extension Customer Assistance Program (LECAP)

The Line Extension Customer Assistance Program (LECAP) is designed to support the extensions of existing broadband networks to low-to-moderate income residents. Residents must apply for this program.
