Data Center Standards & Locations
The Loudoun County Board of Supervisors voted on February 6, 2024, to move forward with a Comprehensive Plan Amendment (CPAM) and an associated Zoning Ordinance Amendment (ZOAM) to amend and update the policies and standards for data center and electrical substation uses.
The existing Loudoun County Zoning Ordinance was adopted by the Board on December 13, 2023; however, some elements were set aside and identified for a future review process. The Project Plan for Data Center Standards and Locations (CPAM-2024-0001 and ZOAM-2024-0001) is anticipated to take about 16 months to complete. Draft amendments to the 2019 Loudoun County Comprehensive Plan and the Loudoun County Zoning Ordinance are scheduled to be presented to the Board in July 2024 for consideration and input for the continuance of the project.
The CPAM and ZOAM are being developed together to:
- Consider amendments and designate areas within the Urban, Suburban, Transition and Joint Land Management Policy Areas where data center uses are appropriate.
- Remove the Urban Employment Place Type.
- Establish policy guidance and use specific zoning standards for data centers and electrical substations. Elements under consideration include land use, compatibility, aesthetics, infrastructure and environmental resources.
Revisions to other maps, policies and text will be included as needed within the Comprehensive Plan and the Zoning Ordinance for consistency.
