Emergency Medical Service (EMS)

The Emergency Medical Services division manages all aspects of Emergency Medical Services (EMS) within the Loudoun County Combined Fire and Rescue System. In addition to training all levels of EMS providers, Loudoun County has an Accredited Paramedic Program to train personnel in advanced life support techniques. The Emergency Medical Services Division is overseen by Deputy Chief Jamie Cooper.

Operational Medical Director (OMD)

Dr. John Morgan is the Operational Medical Director (OMD) for the Loudoun County Combined Fire and Rescue System. Dr. Morgan has served as OMD for Loudoun County's EMS agencies since 2004. Dr. Morgan began as a volunteer EMT in Virginia prior to his formal medical training as an emergency physician. 

In 2013, he became one of a few emergency physicians that are sub-specialty board certified in EMS. Dr. Morgan has been recognized for his EMS work receiving the 2015 Virginia Governor's Award for physician with outstanding contribution to EMS, and numerous local awards for EMS service. Dr. Morgan has built the trust of both career and volunteer system stakeholders and serves on the LC-CFRS Executive Committee. Ensuring our EMS Protocols are accurate and up to date, training with EMS providers, and engaging in quality improvement and advocacy for Loudoun EMS services and its personnel are all important functions of the OMD position.
